INSERVICE TESTING RELIEF REQUESTS EGF-PRR-1, SLS-PRR-2, AND GPRR-3 FOR NINE MILE POINT NUCLEAR STATION, UNIT 2 (TAC NO. M85500)
By letter dated January 15, 1993, Niagara Mohswk Power Corporation (NMPC) submitted Relief Requests EGF-PRR-1, SLS-PRR-2, and GPRR-3 for the Nine Mile Point Nuclear Station, Unit 2 (NMP-2) Inservice Testing (IST) Program Plan.
i Relief Request EGF-PRR-1 concerned emergency diesel generator fuel oil transfer pumps 2EGF* PIA, PIB, Plc, PID, P2A, and P28. Relief was requested from the requirement of ASME Code,Section IX, Table IWP-3100-1, to measure-pump suction pressure.
Relief Request SLS-PRR-2 concerned standby liquid control pumps 2SLS* PIA and PIB. Relief was requested from the requirements of Table IWP-3100-1 to measure pump suction pressure and differential pressure.
Relief Request GPRR-3 concerned high pressure core spray pump 2CSH*P1; low pressure core spray pump 2CSL*P1; emergency diesel generator fuel oil transfer pumps 2EGF*P!A, PIB, Plc, PID, P2A, and P2B; reactor core isolation cooling i
pump 2ICS*Pl; residual heat removal pumps 2RHS* PIA, PIB, and PIC; fuel pool cooling pumps 2SFC* PIA and PIB; and service water' pumps 2SWP* PIA, PIB, PIC, PID, PIE, and PlF. Relief was requested from the requirement of Table i
IWP-3100-1 to measure pump inlet pressure prior to pump start.
l The NRC staff has reviewed the subject relief requests and provided the enclosed safety evaluation (SE). As discussed in the SE, effective September 8, 1992, the NRC amended 10 CFR S0.55a to incorporate by reference the 1989 Edition of Section XI of the ASME Code. The 1989 Edition of the ASME Code,Section XI, provides that the rules for IST of pumps and valves may meet the requirements set forth in ASME Operations and Maintenance Standards Part 6 (OM-6), " Inservice Testing of Pumps in Light-Water Reactor Power Plants," and Part 10 (OM-10), " Inservice Testing of Valves in Light-Water Reactor Power Plants." Pursuant to 10 CFR 50.55a(f)(4)(iv), portions of editions or addenda may be used provided that all related requirements of the respective editions or addenda are met. Relief is, therefore, not required for those inservice j
tests that are conducted in accordance with OM-6 and OM-10, or portions thereof. We have determined that the alternate testing proposed by NMPC in conjunction with the relief requests is consistent with the provisions of OM-6 and have, therefore, concluded that the requested relief is not requ} red.
