A Florida Power Corporation (FPC) has reviewed NRC draft generic letter
" Availability and Adequacy of Design Basis Information" (ref. FR15885, March 24,

1993). FPC has also reviewed the comments submitted to you by NUMARC in their j
April 2, 1993 correspondence. FPC fully endorses the NUMARC comments.

f FPC developed our Configuration Management Information System because we recognized the potential for improved efficiency and productivity. The project was managed by FPC personnel and in-house resources were used in the development.
_j Our program has been very successful because of this and because we involved the users in the entire development.
We are concerned that NRC attempts to j
informally regulate this area will not achieve an improvement in overall safety and will only result in unnecessary expenditure of limited utility resources.
3 FPC urges the NRC to reconsider issuing the generic letter.
