This letIer refers to the. subject routine, announced inspections of your

activitie's authorized under NRC License Number R-116. These inspections were

conducted by L. Norderhaug and P. Qualls of this office on February 16 through

18, 1993.

Regulation conduct,ed a program oversight function during the course of the

visit.

This letter also refers to the discussion of the preliminary inspection

l

findings with Drs. L. Overmen, H. Sobel, G. Miller and other members of your

staff on February 18, 1993.

Further, this letter refers to subsequent in-

l

office review of documentation provided during the inspection visit regarding

items of inspection interest and a subsequent conversation between L.

Norderhaug and G. Miller on February 26, and March 16, 1993.

Areas examined during this inspection visit are described in the enclosed

inspection reports (Enclosure A -- reactor operations and Enclosure B --

physical protection and material control and accounting). Within these areas,

the inspection consisted of selective examinations of procedures and

representative records, interviews with personnel, and observations by the

inspectors.

Within the scope of these inspections, no violations or deviations were

identified.

In accordance with Section 2.790(a), a copy of this letter and Enclosure A

will be placed in the NRC Public Decument Room.

However, in accordance with 10 CFR 2.790(d) of the NRC's " Rules of Practice,"

Part 2, Title 10, Code of Federal Regulations, documentation of the findings

of your programs and procedures for safeguarding special nuclear material are

exempt from puoiic disclosure; therefore, Enclosure B will not be placed in

the NRC Public Document Kou.I.
