REVIEW 0F REVISION 16 TO THE CALLAWAY PLANT'S RADIOLOGICAL EMERGENCY RESPONSE PLAN We have received your letter dated March 2,1993, which transmitted Revision 16 to the Callaway Plant's Radiological Emergency Response Plan and an associated document which summarized the cMnges contained in this revision. We have reviewed Revision 16 and have determined that it is acceptable and that it does not degrade the effectiveness of your emergency planning for the Callaway Plant.

Changes in Revision 16 included updated information regarding the normal plant organization.

For example, a qualified operating supervisor may fill the shift technical advisor position. Clarifications were provided on the types of personnel qualified to fill certain positions in the emergency response organization.

Good refinements were made to the emergency action levels for the following events:

loss of annunciators, effluent releases and reactor coolant system leaks in excess of Technical Specification limits.

Revision 16 described upgraded provisions for the monitoring and decontamination of site evacuees, as well as the provisions for transporting an onsite, injured person to a local hospital. The Environmental Protection Agency's revised protective action guides were also incorporated in Revision 16.

Revision 16 also listed a new backup method of performing offsite dose projections during the plume and post-plume phases. Although Revision 16 included some additional information on the emergency planning zone's population statistics and provisions for notifying certain segments of this population, we understand that an updated evacuation time estimate study will be submitted at a later date.
