SUBJECT:
MEETING HELD FEBRUARY 24, 1993, WITH BWROG MAIN STEAM ISOLATION VALVE (MSIV) AND LEAKAGE CONTROL SYSTEMS (LCS) COMMITTEE BACKGROUND Hope Creek has applied to amend its license to increase the MSIV leakage rate limit and remove the LCS. The NRC is preparing a draft safety evaluation supporting the requested amendment.
Due to refueling outage schedule and financial considerations, Hope Creek is unable to mair.tain the timely implementation schedule necessary as lead plant for this issue. There is very strong interest in this issue among many BWROG members, representing about 12 utilities. The committee is meeting to decide how to most efficiently support resolution of this issue, through assignment of another lead plant and submittal of an amendment request similar to Hope Creek's (ACRS, CRGR, and Commission approval of a Part 100 exemption are steps necessary for NRC approval).
SUMMARY
The NRC's Project Manager for this issue (G.I. C-8) presented a brief review of Hope Creek's amendment request; its progress to date and effort remaining before amendment approval could be expected.
The BWROG advised NRC attendees that Hope Creek's implementation schedule has been pushed back, but that two other utilities may be interested in becoming lead plants. There was discussion regarding the procedure applied to the GE Power Uprate Program and whether that approach would work with this issue.
That approach would require a request (and funds) by the BWROG to have the NRC perform a generic review of the Topical Report on this matter. The Topical Report would be presented to CRGR and ACRS, with plant specific data and seismic walkdown requirements spelled out.
In a parallel effort, one (and probably two) plant (s) would request an amendment based on the Topical Report.
The plant specific seismic walkdown effort would address the requirements of the Topical Report.
The BWROG then advised NRC attendees that it would, in the days following, settle on a course of action and so inform the G.I. C-8 Project Manager.

would formally request a generic review of Topical Report NEDC-31858 and that three lead plant amendment submittals would be submitted by May 1993.
