An announced safety inspection of the radiation protection program at your facility was
conducted by Messrs. J. Furia and L. Eckert of this office on March 22-26,1993. The
inspection findings were discussed with members of your staff at the conclusion of the
inspection on March 26, 1993.
Areas examined during this inspection are important to health and safety and included the
radiation protection program. Areas inspected included your programs for: radiation safety
during normal and outage operations, radiological work control and housekeeping,
maintaining radiation exposures as low as reasonably achievable (ALARA), and assurance of
quality. Within these areas, the inspection consisted of selective examinations of procedures
and representative records, interviews with personnel, and observations by the inspector.
Your radiation protection program for outage operations at Unit 1, and for normal operations
at Unit 2, continued to show improvements, especially in the areas of work control and
maintaining exposures as low as reasonably achievable. Continued strong performance in the
area of Quality Assurance / Quality Control was also noted. However, one violation of NRC
requirements was identified in the area of personnel monitoring and procedural compliance,
as documented in the enclosed Notice of Violation (Notice). The violation involved two
examples of workers entering a Radiation Controlled Area (RCA) without dosimetry.
You are required to respond to this letter and should follow the instructions specified in the
enclosed Notice when preparing your response. In your response, you should document the
specific actions taken and any additional actions you plan to prevent recurrence.
