Gentlemen:

North Atlantic Energy Service Corporation (North Atlantic) encloses herein License Amendment Request 93-03. This License Amendment Request is submitted pursuant to the l

requirements of 10CFR50.90 and 10CFR50.4.

The purpose of License Amendment Request 93-03 is to propose a change to the Seabrook Station Technical Specifications which corrects the safetylimit curves of Technical Specification Figure 2.1-1, Reactor Core Safety Limit - Four Loops in Operation. As reported in Seabrook Station Licensee Event Report (LER) 92 02-01, "Non-Conservative Technical Specification Value"[ Reference (b)], the curves currently provided in Figure 2.1-1 are non-conservative. North Atlantic has determined that the non-conservative curves did i

not constitute a significant safety hazard because the plant was never operated in a region I

where the Overpower AT, Overtemperature AT and nuclear instrumentation reactor trips, designed to prevent the safety limits from being exceeded, were challenged. North Atlantic has determined that the plant was never in an unanalyzed condition nor in a condition l

i outside its design basis. One of the corrective actions stated in LER 92-02-01 was the development of a Technical Specification change request to revise the incorrect curves. This submittal addresses that corrective action.

l License Amendment Request 93-03 has been reviewed and approved by the Station Operation Review Committee and the Nuclear Safety Audit Review Committee.

As discussed in Section V of the License Amendment Request, the proposed changes have been determined not to involve a significant hazards consideration pursuant to 10CFR50.92. A copy of this letter and the enclosed License Amendment Request have been forwarded to the State of New Hampshire State Liaison Officer pursuant to 10CFR50.91(b).

l In addition, North Atlantic has determined that License Amendment Request 93-03 meets j

the criteria of 10CFR51.22(c)(a) for a categorical exclusion from the requirements for an Environmental Impact Statement (see Section VI enclosed).
