1 1/2 hours During the June 1992 ACRS meeting, the Committee had suggested that arrangements be made for Dr. Murley to disc'uss matters of mutual interest at the earliest convenient date.

Dr. Murley is able to meet with the Committee during the August 1992 ACRS meeting (August 7, 3:30 to 5:00 p.m.)

The Committee has identified the following topics for discussion:

NRR actions regarding the Fitzpatrick IPE.

The status of actions related to the scheduling and o

conduct of team inspections performed as the result of the Regulatory Impact Survey.

Additional topics for discussion, if any, need to be identified during the July 9-11, 1992 ACRS meeting.

Insichts from Common-Mode Failure Events (Open) (hdL/EGI)

To be determined The AEOD staff has provided a paper on insights obtained from an analysis of selected common mode failure events

Dr. Lewis is reviewing this paper and will make a recommendation as to ACRS action.

If a decision is made to have a briefing, it can be scheduled during the August 1992 ACRS meeting.

Implementation of the Safety Goal Policy With Respect to Prioritizina Generic Safety Issues (Open)

ESTIMATED TIME:

1 1/2 hours The May 13, 1992 SRM resulting from the Staff's presenta-tion to the Commissicn on the progress of resolution of generic safety issues states that:

"The staff should maintain its close contact with the ACRS and try to determine if ACRS has any objection to the implementation of the Safety Goal Policy with respect to setting priorities on GSIs.

The staff could move 'orward in this specific area, if ACRS has no objection, without waiting for the final ACRS report on the Safety Goal Policy."

The staff is in the process of developing a mechanism to prioritize generic issues taking into account the Safety Goal Policy and is prepared to brief the Committee regarding this matter during the August 1992 ACRS meeting.

Sucolement to Generic Let.ter 83-28.

"Recuired Actions Based on Generic Aeolications of Salem ATWS Events" and Accompanvino Differino Professional Ooinion (Open)

+r Generic Letter (GL) 83-28, issued following the failure of reactor trip breakers (RTBs) to open on demand at the Salem plant, requested that all licensees implement a set of long-term corrective actions.

The staff is planning to issue Supplement 1 to the subject GL that would relax two of the initial proposed actions:

performance of life-testing of the RTBs, and periodic replacement of the RTBs and components in accordance with their demonstrated life.

Mr.

C. Morris (NRR) has filed a Differing Professional Opinion (DPO) objecting to the deletion of the above two actions.

The CRGR discussed the proposed Supplement 1 on May 12, 1992 and approved issuance of this Supp*ement.

Mr.

2 Morris testified at the CRGR meeting. Following the CRGR meeting, Mr. Morris stated that he wishes to discuss his

3 DPO with the ACKS.

In accordance with Commission direction, the staff will be issuing Supplement i for public comment in the near future.

A meeting of the Control and Electrical Power Systems Subcommittee has been scheduled for August 4,

1992 to discuss this matter.

This item will be scheduled for discussion by the Committee during the August 1992 ACRS meeting.

7.

ACRS Review of Selected ITAACs (Open) (CH/ DAW /MME/PAB)

1992 SRM resulting from the March 5, 1992 ACRS meeting with the Commissioners requests that the

[)h ACRS review in some detail representative ITAACs submit-ted by the General Electric Company and provide recommen-dations to the Commission by August 21, 1992.

The Committee agreed with the recommendation of the

' Planning and Procedures Subcommittee that the following two ITAACs be reviewed:

Standby Liquid control System (specifically noted by Commissioner Rogers as an example of an ITAAC that is considered satisfactory by the NRC staff).

Residual Heat Removal System.

t It was agreed during the April 1992 ACRS meeting that the Advanced Boiling Water Reactors Subcommittee (Michelson) review the ITAAC on the Standby Liquid Control System and the Decay Heat Removal Systems Subcommittee (Ward) review the ITAAC on the Residual Heat Removal System.

A joint meeting of the ACRS Subcommittees on Advanced BWRs and Decay Heat Removal Systems has been scheduled for August 5,

1992 to discuss this matter.

Current plans are to discuss these ITAACs during the August 1992 ACRS meeting.

8.

Branch Technical Position on EcuiDment Oualification for License Renewal (Open) (DAW /EGI) ESTIMATED TIME:

A proposal was published in the Federal Register on February 4, 1992 for public comment.

We have received copies of the public comments that have been sont to the staff during the public comment period.

provided to the ACRS.

The subject was discussed during the ' December 3-4, 1991 meeting of the Subcommittee on Computers in Nuclear Power Plant Operations and will be discussed again during a scheduled August 20-21, 1992 Subcommittee meeting.

The proposed generic letter will be issued for public comment and will be available before the August 1992 ACRS meeting.

The Planning and Procedures Subcommittee needs to recommend a course of action.

Reactor Pressure Vessel UDoer Head Cracks (Open/ Closed)

on the results of' the NRC Augmented Inspection Team's (AIT's) investigation of the November 6, 1991 event that occurred at Millstone, Unit 2 involving failure of a moisture separator reheater drain line elbow, but was

8 subsequently deferred.

Based on recent telecon with the staff, it is understood that the licensee does not agree with the AIT finding that the root cause of this event was due to erosion / corrosion. Consequently, the licensee has initiated a study to de.termine root cause of this event.

The staff has agreed to provide the licensee's 4{

Since this is not a safety-related matter, there is no need for the ACRS to review this issue.

Proposed Resolution of Generic Issue-151 " Reliability of ATWS Recirculation Puno Trio in BWRs" (CJW/WK/PAB)

ESTIMATED TIME:

To be determined Based on a quick review of Generic Issue-151, using an updated recirculation pump trip frequency of failure-on-demand and current BWR transient frequency, to estimate

12 core damage frequency and risk inherent in this generic i

issue, the staff has decided not to pursue this issue further due to low-risk significance (Attachment C). The staff plans to issue a close-out memo on Generic Issue-151 by August 17, 1992.

The staff would like to know whether the ACRS wants review this matter.

IV.

INTERNATIONAL MEETINGS 37.

Second International Ouadricartite Meetina of Advisory Groups The Committee agreed to consider the possibility of hosting a Wingspread-type meeting to discuss the use of computers in nuclear power plants and management aspects of nuclear plant operations.

A Working Group consisting of Dr. Wilkins (Chairman), Dr. Kerr, Dr. Lewis, and Mr.

Carroll has been formed to develop a proposal for ACRS consideration.

A Working Group meeting was held on May 26, 1992 with representatives of the RSK to discuss planning for this meeting. The Committee sent letters to RSK and GPR (France) on June 29, 1992 recommending that such a meeting be held.

The Committee will decide on future action af ter receiving responses from RSK and GPR.
