Dear Mr. Ward:

Your letter of December 14, 1991, to the Chairmiri reemphasized the Committee's concerns regarding the consistent use of probabilistic risk assessment.

As you know, the staff is organizing an inter-office working group to address this issue. Assistance from experts outside the NRC staff is planned. We intend that this group develop guidance to the staff on consistent and acceptable methods to be applied in PRAs, including the issues raised by ACRS.

We also intend that this working group brief the ACRS as it progresses in its work.

As a prelude to the working group's interactions with the ACRS, I propose that staff management meet with the ACRS to discuss the key issues raised and our plans for the working group. I think that such a discussion will be very helpful to resolving these issues.

I request that time be made available on the February 1992 agenda to permit this meeting.

l WHITE FLINT NORTH, ROCKVILLE, MARYLAND (OPEN TO PUBLIC ATTENDANCE) 1 The Commission was briefed by the ACRS on several of the key technical issues involved in the NRC. review of advanced reactors for design certification.

The ACRS also discussed the issue of the use of probabilistic risk assessment by the NRC staff.

The Commission encouraged the ACRS to conduct a timely review of some items currently before it, in particular, the guidelines for contents of design acceptance criteria (DAC) and an evaluation of I

the staff's response to the ACRS letter on consistent use of probabilistic risk assessment. In addition the Commission requested the ACRS to devote their considerable technical expertise to review of the scope and details of ITAAC and the role of the validation attributes.
