Puroose:
This meeting was held to discuss:
(1)
Future Committee Activities Topics proposed for consideration by the full Committee during the period Feb.-
March, 1992.
(2)
Key Technical Issues Proposed action plan for ACRS resolution.
(3)
EDO responses to ACRS Comments / Recommendations Discuss ballots provided by ACRS members regarding proposed course of action for EDO replies received during the past 6 months (June 17 - December 6, 1991).

ACRS Activities Regarding Guidelines for Use of Design Acceptance Criteria to Certify Standardized Plant Designs (10 CFR Part 52) (See SRM to D. A. Ward, ACRS, dated December 27, i

Various comments were made with respect to Attachment A and will be incorporated in a revised version for the Committee to consider.
(2)
Kev Technical Issues This meeting with the full Committee should be devoted to clarification of the decisions made during the Baltimore retreat (see Attachment B) and assignment of follow-up responsibilities.
The specific schedule / plans for resolution of each issue should be made at a future meeting.
(3)
Reconciliation of ACRS Comments / Recommendations (See Attachment C)
It was noted that the EDo's responses to ACRS letters and reports are generally responsive to the matter at hand although they sometimes do not agree with the Committee's observations and comments.

The subcommittee members reached the following specific conclusions:
- 1 Documentation of Computer Codes - Additional discussion is needed with the full Committee regarding an appropriate course of action.
- 2 Proposed Containment Design Criteria to Accommodate Severe Accidents - Additional thought is needed.
For the interim, follow the work of the NRC staff j
regarding this matter (See SRM dated June 18, 1991).
- 3 Evaluation of Risk During Low Power and Shutdown Operations - Follow what the staff is doing.

1 Members discussed the proposed changes to FACA and the impact I
they would have on ACRS activities (See Attachment D).
