APPLICATION FOR AMENDMENT'ID OPERATING LICENSE Pursuant to Section 50.90 of the Regulations of the Nuclear Regulatory Commission, Niagara Mohawk Power Corporation, holder of Facility Operating Ucense No. NPF-69, hereby requests that Section 3/4.1.3.5 of the Technical Specifications set forth in Appendix A to the License be amended. De proposed changes have been reviewed in accordance with Section 6.5 of the Technical Specifications.
De poposed Technical Specification changes are set fonh in Attachment A to this Application.
De proposed changes (1) modify Action a.2.a of Limiting Condition for Operation 3.1.3.5 to allow the reactor operator 20 minutes to restan at least one CRD pump provided that reactor pressure is greater than 4
or equal to 900 psig or, if reactor pnssure is less than 900 psig, require the operator to immediately place i
the reactor mode switch in the shutdown position and (2) remove Surveillance Requirement 4.1.3.5.b.2, which requires CRD scram accumulator check valve testing once per 18 months and specifies test acccroa e criteria. He proposed changes are consistent with the Improved Standard Technical 1
Specifications and previously approved Technical Specification Amendment Nos. 39 and 6 for the Limerick Generating Station, Units 1 and 2 respectively, dated May 22,1990. Supporting information and analysis which demonstrate that the pmposed changes involve no significant hazards considerations pursuant to 10CFR50.92, are included as Attachment B.
