Unit 2 Operatmg License NPF-69. Also enclosed as Attachment A are the proposed changes to the Technical Speedimtions as set fonh in Appendix A to the above mentionallicense. Supporting i
information and analyses demonstrating that the proposed changes involve no significant hazards consideration pursuant to 10CFR50.92 are included as Attachment B.
1 The proposed Technical Specification changes contained herein represent raisions to Section 3/4.1.3.5,
" Control Rod Scram Accumulators." Action a.2.a of Limiting Condition for Opemtion 3.1.3.5 is being modified for OPERATIONAL CONDITIONS 1 or 2 with more than one accumulator inoperable and a control rod -WM with an inoperable accumulator withdrawn. The proposed changes will allow the reactor operator 20 minutes to restart at least one Control Rod Drive (CRD) pump prmided that reactor pressure is greater than or equal to 900 psig or, if reactor pressure is less than 900 psig, will require the operator to immediately place the reactor mode switch in the shutdown position. In addition, Suweillance Requirement 4.1.3.5.b.2, which requires CRD scram accumulator check valve testing once per 18 months and specifies test acceptance criteria, is being deleted. Testing and operation of the scram axumulator check valves will continue to be demonstrated during each refueling outage by Surveillance Requirement 4.0.5 for inservice testing of ASME Code Class 1, 2, and 3 components.

'Ihe popused changes are consistent with the Improved Standard Technical Specifications and proiously approved Technical Specification Amendment Nos. 39 and 6 for the Limerick Generating Station, Units 1 and 2 respectively, dated May 22,1990. Niagara Mohawk requests approval of this amendment application by September 1,1993, to support the upcoming Nine Mile Point Unit 2 Refueling Outage.
