Gentlemen:
Niagara Mohawk Power Corporation hereby transmits revised pages 3/4 3-33, 3/4 3-34, B3/4 3-1, B3/4 3-2, B3/4 3-2a, B3/4 3-4, B3/4 3-4a and B3/4 3-8 for the proposed Technical Specification amendment dated December 7,1992. These pages have been revised to clarify and provide bases for operator actions during surveillance and repair of instrument channels. This revision will further strengthen the prevention of " Loss of Function" for the Initiation and Actuation Instrumentation. The revision to the wording of the allowable out-of-service times does not alter the original meaning or intent of the General Electric Licensing Topical Reports or the BWROG Owners' Group clarifications. This revision has been reviewed in accordance with Section 6.5 of the Technical Specification and no changes to the No Significant Hazards Consideration are required. Also, index page xvi has been added to reflect the above changes.
This change was discussed with the Nine Mile Point Unit 2 Project Manager, Mr. J. E. Menning and Mr. C. S. Schulten on April 1,1993.
