In our Application for Amendment dated December 7,1992 (NMP2L 1362), Niagara Mohawk proposed revisions to Technical Specification Section 3/4.3 Instrumentation and Section 4.2.2.1, the associated bases and tables to increase the surveillance test intervals and allowable out-of-service times. In this application, Niagara Mohawk submitted plant specific reports MDE-78-0485, titled " Technical Specification Improvement Analysis for the Reactor Protection System for Nine Mile Point Nuclear Station, Unit 2,"

dated April 1985 and RE-026, titled " Technical Specification Improvement Analysis for the Emergency l

Core Cooling System Actuation Instrumentation for Nine Mile Point, Unit 2," dated February 1987 in support of the proposed changes.

In our application, General Electric's affidavits identified the above plant specific reports as proprietary.

It was requested that the information contained in these reports be withheld from public disclosure. Re.

NRC Staff expressed concerns that the affidavits did not specifically identify what sections were proprietary. In response to this concern, General Electric has revised the plant specific reports and their associated affidavits to delineate General Electric's proprietary information. Niagara Mohawk requests that the original plant specific reports and affidavits be withdrawn and be replaced with the attached revised plant specific reports and affidavits.

Also, enclosed herewith are revised pages 3/4 3-10 and 3/4 3-59 for the proposed Technical Specification amendment dated December 7,1992. Page 3/4 3-10 has been revised to clarify operator actions in the event of the loss of two instrument channels. This revision will funher strengthen the prevention of "Imss of Function" for the Isolation Actuation Instrumentation. The revision to Allowable Out of Service (AOT)-

wording does not alter the original meaning or intent of the General Electric Licensing Topical Repons or the BWROG Owners' Group clarifications. His revision has been reviewed in accordance with Section 6.5 of the Technical Specification and no changes to the No Significant Hazards Consideration are required. This change was discussed with the Nine Mile Point Unit 1 Senior Project Manager, Mr. D.

Brinkman and Mr. C. Scholten on January 28,1993. Page 3/4 3-59 has been revised to insert a revision bar inadvenently left off the page.
