Dear Mr. Matzie:
I am responding to your letter of March 4,1993, commenting on SECY-93-041,
" Advanced Boiling Water Reactor (ABWR) Review Schedule." Both the Nuclear Regulatory Commission (NRC) and ABB-CE have made significant progress on resolving open items in the draft safety evaluation report (DSER). ABB-CE is commended on the aggressive and responsive approach taken to address areas of NRC concern.
I consider the System 80+ design review to be a very important objective for the Office of Nuclear Reactor Regulation (NRR).
In fact, the March 1993 review of the System 80+ prototype inspections, tests, analyses, and acceptance criteria (ITAAC) has been assigned a very high priority throughout NRR, and resources have been diverted from other efforts to perform that review.
As you are aware, the NRC staff is revisir.g the schedules for reviewing advanced light water reactors (ALWRs). The new schedules will be based on our best understanding of the remaining work to be completed by both the individual vendors and the NRC staff, as well as on our assessment of the available resources. An unfortunate impact of recent budget decisions is that NRR staff will be reduced.
Although the General Electric ABWR review has been the lead design through the Part 52 process and has been instrumental in identifying many process-related policy issues, it is our intent to complete each design review on the most aggressive schedule possible. While the staff acknowledges the high quality and timely work performed by ABB-CE, we also recognize that significant areas such as ITAAC, source term, and intersystem loss-of-coolant accidents (ISLOCAs) have not yet reached final resolution. Nevertheless, past experi-ence would indicate that these issues will be resolved without extensive del ay. The staff will werk on all remaining open issues on the most timely schedule possible.
