Office of Nuclear Reactor Regulation Items of Interest Week Ending March 5, 1993 Meetino with NUMARC and INDUSTRY on New Part 20 Workshoos On February 26, 1993, Radiation Protection Branch staff met at the NUMARC office with industry radiation protection representatives to exchange information and discuss proposed agenda items for the upcoming workshops focusing on "new Part 20" implementation at nuclear power plants and fuel facilities. The three-day workshops are scheduled to be held in Baltimore (March 10-12) and Chicago (March 24-26).
FEMA /NRC Memorandum of Understandino (MOU) on Emeroency Preparedness (EP) i On March 1, 1993, the Executive Director for Operations signed and forwarded to the Federal Emergency Management Agency for signature a revised version of the FEMA /NRC MOU on EP which has not been updated since 1985. The new revisions address " reasonable assurance" findings and cooperation in the review of emergency planning associated with applications for early site permits under 10 CFR Part 52. The FEMA and NRC staffs will also be drafting future changes to the MOU dealing with:
(1) disaster-initiated actions based on lessons learned from Hurricane Andrew; ar.d (2) the respective roles and responsibilities of FEMA and the NRC in processing applications for combined licenses under 10 CFR Part 52.
ABWR Structural Audit at Bechtel i
During the week of February 22, 1993, the Division of Engineering staff conducted a structural audit of the Advanced Boiling Water Reactor (ABWR) at j
the San Francisco office of Bechtel Power Corporation. All the open and i
outstanding structural issues are technically resolved and all the confirmatory issues await Standard Safety Analysis Report amendment from i
The audit was very successful. Both the GE and the Bechtel staffs provided excellent support to the NRC staff, making it possible to complete an ambitious scope of the audit. All open structural issues were technically resolved including the seismic design of the turbine building (UBC Zone 3) and the development of seismic response spectra for the main steam line support points. Supported by detailed studies, GE showed that the seismic response spectra at two locations in the turbine building can be conservatively 4
represented by 2 times the ground response spectra at one point and the reactor building response spectra for the other point.
GE will also present i
its criteria for the consideration of relative motion between the two buildings.
l Public Workshop on Generic letter 89-10. " Safety-Related Motor-Operated Valve Testino and Surveillance" On February 25, 1993, the NRC staff held a public workshop to discuss Generic Letter (GL) 89-10, " Safety-Related Motor-0perated Valve Testing and MARCH 5, 1993 ENCLOSURE A

Surveillance," and to answer questions on the staff's plans for monitoring the l
implementation of motor-operated valve (MOV) programs by nuclear power plant l
licensees. Staff personnel from NRR, RES, AE00, and the NRC region offices
~
l participated in the workshop. After opening remarks by Jim Richardson, 1
Director, DE/NRR, the staff made presentations on GL 89-10 and NRC MOV activities, GL 89-10 inspection results, MOV nonconformance and operability, regulatory basis for MOV capability, and pressure lockina and thermal bindina of aate valves.
In the presentations, the staff emphasized the need for licensees to implement their GL 89-10 programs in a timely manner. The staff also indicated its plans to propose a generic letter supplement that would (1) request licensees
~
to provide a status of the capability of their safety-related MOVs in 1994, (2) recommend the prioritization of MOVs for testing, (3) describe factors to be addressed by licensees if they intend to request extensions of their GL 89-10 schedule commitments, (4) discuss the staff's position on the grouping of MOVs for testing purposes, and (5) discuss staff plans for regulatory action where MOVs are found inoperable because of inadequate thrust or torque capability. The staff responded to questions on GL 89-10 submitted in advance of the workshop and answered questions from workshop participants.
The staff is preparing meeting minutes to discuss the most significant issues l
addressed at the meeting.
Seouoyah. Units 1 and 2 At 2:23 p.m. on March 1,1993, Unit 2 was manually tripped from full power due to generator exciter voltage fluctuations that could not be corrected us%g l
manual control of the exciter voltage.
The voltage on the 6.9kv shutdown boards increased to approximately 8200v for a short period of time.
Following the trip, steam was detected coming from a rupture in a 10-inch extraction steam line that runs from the main turbine to one of the feedwater heaters.
The leak was located below the main generator exciter cubicle and apparently wetted the voltage regulator cubicles, thus causing the voltage problems.
The steam leak resulted from erosion of the pipe immed:ately downstream of the connection that routes the extraction steam to the faedwater heater.
All plant systems responded as expected to the plant trip. The extent of the steam and voltage problems, and their effect on the switchgear and relays, is being evaluated. Plant management decided to shut down Unit 1 to inspect similar piping. An Augmented Inspection Team has been formed consisting of five members from Region II and NRR.

Office of Nuclear Material Safety and Safeguards Items of Interest Week Ending March 5, 1993 Meetino Recardina NUHOMS-MP187 Soent Fuel Transoort Cask On February 25, 1993, Transportation staff met with Pacific Nuclear regarding the NUHOMS-MP187 transport cask. The NUHOMS-MP187 is being designed to trans-port' spent fuel stored in NUHOMS canisters at the Rancho Seco site. The meeting was held to discuss the criticality safety, radiation shielding, and thermal evaluations of the package design.
Pacific Nuclear expects to submit an application for package certification during the second quarter of 1993.
Meetino on NAC-STC Soent Fuel Transoort Cask On March 2,1993, Transportation Branch staff met with representatives of Nuclear Assurance Corporation (NAC) to discuss the Model No. NAC-STC cask.
The cask is being designed as a dual-p'urpose cask for transport and storage of spent fuel. The applicant presented preliminary design information for a new package basket. As a result of the discussion, NAC will select specific design features for further' development. A follow-up meeting is expected in 4 to 6 weeks.
Shieldallov Metalluroical Corcoration - Newfield. New Jersev On February 17-19, 1993, staff from the Division of Fuel Cycle Safety and l
Safeguards and Region I visited'Shieldalloy Metallurgical Corporation's (SMC) facility in Newfield, New Jersey. Staff from Battelle-Pacific Northwest Laboratory (Nuclear Regulatory Commission's contractor), the State (New Jersey i
Department of Environmental Protection) and IT Corporation (SMC's contractor) were also present during the visit. A complete site tour was conducted, including the smelting of source material and handling of baghouse dust, operations licensed by NRC. Discussions included an Environmental Assessment being developed by Battelle in response to SMC's license renewal application.
Meetino with Nuclear Fuel Services on Physical Security On Monday, March 1,1993, Licensing Branch staff met with Nuclear Fuel Services (NFS) representatives to discuss currently-planned and possible l
future modifications to the Erwin site physical security program, occurring as a result of the facility's changing business posture. The objective of the modifications is to maintain a program consistent with the strategic value of material. on hand. The specific proposals that were discussed will be reviewed in greater detail, once the firm's business picture stabilizes.
Nuclear Fuel Services. Inc. - Erwin. Tennesseg l
During the week of February 22-25, 1993, staff from the Division of Fuel Cycle Safety and Safeguards visited Nuclear Fuel Services (NFS), Inc., to perform a routine MC&A inspection and to inquire about the current operating status of the plant. During the week, additional employees were laid off as the work level at the facility continued to diminish.

2 Cleanout is near completion in the fuel production area. However, NFS has contracted to process high enriched uranium hexafluoride and will soon receive the material. They nope to receive another contract with the Department of Energy for similar processing of additional uranium hexaflucride.

On March 2-3, 1993, staff from the Division of Fuel Cycle Safety and Safeguards and Regions I, II, III, and V met at One White Flint North to discuss the transfer of certain inspection activities performed at fuel cycle facilities from the Regions to Headquarters. This transfer is a result of the recent reorganization within.the Office of Nuclear Material Safety and Safeguards, and includes the inspection areas of nuclear criticality safety and chemical process safety. The staff discussed the schedule for the transfer, coordination of inspection responsibilities between Headquarters t
and the Regions, resource and training requirements, and improvements needed i
in the licensing and inspection programs.
Update on a Site Decommissionina Manaaement Plan (SDMP) Activity: Meetina with Fansteel to Discuss Muskoaee. Oklahoma Site l
A meeting was held on February 25, 1993, between Nuclear Regulatory Commission staff and officials from Fansteel Jttals, at the licensee's request.
i Fansteel's license was amended in Deceber 1992, to incorporate schedules for completion of site characterization ano a decommissioning plan. The schedule for decommissioning included Fansteel's plan for an eight-year period of i
resource recovery from several sludge ionds contaminated with uranium and thorium. This on-site resource recovert would have retrieved marketable metals, including tantalum and scandium. At the meeting on February 25, 4
Fansteel explained that, for financial reasons, the joint venture to perform resource recovery would not occur.
Instead, Fansteel plans to export the i
sludge to a company in southern Thailand that would perform the metals recovery more cost-effectively.
Fansteel plans to apply to NRC for an export license. After the sludge is shipped to Thailand, Fansteel would complete the decommissioning of the Muskogee site.
Update on a Site Decommissionina Manaaement Plan Site - Chemetron On February 15, 1993, the president of Chemetron Corporation, wrote to the Director of the Ohio Environmental Protection Agency (0 EPA), as a follow-up to a February 1,1993, meeting with OEPA, the Ohio Department of Health and staff from the office of the Governor of Ohio.
In its letter, Chemetron requested OEPA to handle issues related.to the remediation of the Bert Avenue site through the negotiation process, rather than through the solid waste permitting process.
The purpose of this request is to " assure attention to OEPA's concerns for protecting human-health and the environment, while eliminating the cumbersome and time-consuming process of attempting to put site remediation into the solid waste permitting program." Chemetron proposed to meet with OEPA staff to " work out terms for the required remediation" and indicated that it hoped the negotiation process would be concluded in 60 days.

It is anticipated that themetron will not. be able to submit a final site remediation plan for the Harvard Avenue and Bert Avenue sites by mid-March 1993, as the NRC staff recommended. The licensee stated, in a February 15, 1993, letter to the staff'that it could not meet the mid-March deadline because of the impact of OEPA solid waste permitting requirements. NRC staff and Chemetron are arranging a meeting to discuss Chemetron's progress in i
resolving regulatory issues with the State of Ohio and its schedule for submitting a final site remediation plan for NRC review and approval.
Ouality Assurance Audit of the West Valley Demonstration Proiect On February 22-26, 1993, Division of High-Level Waste Management (HLWM) quality assurance (QA) staff observed a Department of Energy (DOE) audit of the West Valley Demonstration Project (WVDP) in West Valley, New York.
The audit evaluated the implementation of the DOE West Valley Project Office and West Valley Nuclear Services (Westinghouse) QA programs in twelve pro-grammatic areas. The HLWM observer determined that the audit was effective, and agreed with the audit team that overall implementation of the QA program was adequate. The audit team identified three preliminary Deviation and Corrective Action Reports (DCARs). The deficiencies identified in the DCARs are not significant in terms of the overall QA programs.

' Week Ending March 5, 1993 Acreement Between the Nuclear Reculatory Commission and the Netherlands Enerav Research Foundation (ECN) in the Area of Nuclear Reactor Safety Research This Agreement, readied for renewal, defines the terms and conditions by which the USNRC and the Netherlands ECN will continue cooperation in the area of

nuclear reactor safety research. This cooperative program will cover thermal-hydraulic research and computer code assessment studies, technical information J
exchange in the area of nuclear power plant analyzer research and development, and continued participation in severe accident safety research.
Fifteen i
foreign countries participate in the-cooperative severe accident program; thus effective and efficient utilization of the limited research funds is provided.
This Agreement renewal will become effective upon signature of both parties and will remain in effect for 4 years.
Presentation on the Prioritization of Motor-0perated Valves A Motor-0perated Valve User's Group (MUG) r.eeting was held in Phoenix during the week of February 22, 1993. Over 300 people registered for the meeting.
The purpose of these semi-annual meetings is to bring together utilities and plant engineering staff members, valve operator and diagnostic equipment vendors, test facilities engineers, researchers, NRC staff, and consultants for information exchanges regarding MOV issues and the implementation of Generic Letter 89-10, " Safety-Related Motor-0perated Valve Testing And Surveillance." The NRR staff has a standing invitation to report on past findings and future directions of NRR activities on plant inspections pertinent to MOVs and GL 89-10. This meeting also presented the opportunity to report on the preliminary results of a valve prioritization analysis funded by RES (DE) that was recently started at the request of NRR (DE). The analysis uses PRA methods to determine those valves having the most impact on plant risk. The regulatory staff has indicated that such an analysis could offer an acceptable approach for plants to focus resources and facilitate the testing schedule for GL 89-10 commitments.
Results from other RES (DE) funded research on bounding stem factor friction changes from the effects of lubrication and valve thrust were also presented.
This information is necessary for evaluating MOV capabilities under design basis loadings that are typical of operating plants.

Office for Analysis and Evaluation of Operational Data Items of Int.
Week Ending March vv4 Diaanostic Evaluation and Incident Investication Branch (DEIIB).
Planning for a diagnostic evaluation at the South Texas Project (STP) continues.
Bill Hehl, the STP Diagnostic Evaluation Team (DET) Leader and DEIIB staff completed the bagman trip at STP and met with Region IV managers in their offices. All of the proposed DET members have been selected. A meeting with the EDO has been scheduled for March 9 and the first DET meeting is scheduled for March 10-12 in Bethesda, Maryland. The DET has scheduled March 29-April 9 for the first onsite portion of the evaluation.
The Three Mile Island Unit 1 (TMI-1) Incident Investigation Team (IIT),
Unauthorized Forced Intrusion Into the Protected Area, continued preparation of their report.
In addition, interviews with NRC Headquarters personnel and the Commonwealth of Pennsylvania were completed.
The IIT report is scheduled to be issued in early April and an Advisory Committee on Reactor Safeguards (ACRS) briefing has been tentatively scheduled for May.
Incident Resoonse Branch (IRB)
On March 1, IRB staff escorted Russian Team 3.1-93 to Region II to: observe a demonstration of high frequency radio capabilities; review utility, State and local response roles; and, discuss the regional Incident Response Center and mobile van operations. The Team visited the Oconee Nuclear Power Plant on March 2, toured the Emergency Operations Facility (EOF), and discussed emergency response activities. On March 3-5, IRB met with the Russian Team at NRC Headquarters to clarify US and Russian response concepts of operation and to develop agendas and schedules for forthcoming visits. The visit was completed on March 5 with the signing of a Memorandum of Meeting.
On March 2, IRB staff met with the Federal Emergency Management Agency (FEMA) and 25 other Federal agencies participating in the Federal Response Task Force to form work groups and identify agency points of contact to address specific areas of concern. Work groups were formed in the following areas:
Operations, Financial Management, Information and Planning, Logistics, Training, Exercise Preparedness, Command / Management Functions, External Affairs, State and Local Planning Guidance, and Reconstruction.
On March 3-4, IRB staff participated in a Scenario Work Group meeting for the Federal Radiological Monitoring and Assessment Center-93 (FRMAC-93) in Omaha, Nebraska. Omaha Public Power District, Region IV, FEMA, the States of Nebraska and Iowa, and the Department of Energy also participated.
On April 7, 1993, IRB and Region III will host a Nuclear Energy Agency (NEA) i developed international tabletop exercise in Ypsilanti, Michigan, concerning communication needs and capabilities between neighboring countries during an emergency at a nuclear power plant.
Representatives from the State of Michigan, the Detroit Edison Company, Canada, and other Federal agencies will observe and participate.

Technical Trainino Center (TTC)
Mr. John Waddington, Director General, Directorate of Analysis and Assessment, and Mr. Pierre Marchildon, Director General, Directorate of Administration, senior managers from the Atomic Energy Control Board (AECB) of Canada visited the TTC March 2-3, 1993. They made the trip to get an understanding of NRC technical assistance activities under the Lisbon Initiative, either underway or planned for both the Ukraine and Russia, so that similar Canadian technical assistance to the same countries could be additive rather than duplicative.
The visit was coordinated by NRC TTC management and AECB Training Center management.
TTC management briefed the AECB managers on all of the Lisbon Initiative priorities in general and the TTC-managed priorities (Establishment of Regulatory Training Programs) in particular. A great deal of useful information was provided to the AECB managers including the best available i
organizat%nal charts and staffing levels for SCNRS of Ukraine and GAN of Russia, memoranda of the meetings for the TTC-managed priorities, several memoranda describing the work planned for each priority under the Lisbon Initiative, and some background information on SCNRS and GAN collected during a November 1993 trip to Ukraine and Russia.
AECB management, TTC management, and the Ukrainian delegation (presently at the TTC on a six week assignment) met to allow the Canadians to obtain additional insights regarding SCNRS activities and potential areas where Canadian technical assistance might be of particular value.
Information collected by the AECB managers will be used for initial planning of technical i
assistance proposals that will be discussed with the leadership of the relevant organizations during an AECB delegation trip to Russia during the week of March 15, 1993 and to Ukraine during the week of March 22, 1993. AECB personnel previously made trips to the United Kingdom, France, and Germany to i
determine the technical assistance planned by the regulatory organizations of these countries.

published for comment by the Department of Health and Human Services in the January 25, 1993, Federal Register. Comments are due by March 26, 1993. The proposed revisions include lowering the initial cut-off level for marijuana metabolites from 100ng/M1 to 50ng/M1, reducing the minimum volume of urine l
specimens from 60mL to 30ml, and spelling out procedures for collecting split
]
samples.
Aeolication for Recyclino Award The Office of Administration has submitted an application nominating NRC for
'the 1993 Metropolitan Washington Business Recycling Awards. These awards recognize agency-wide achievements in recycling, waste reduction and the use of recycled products. These awards are sponsored by the Metropolitan Washington Council of Governments, the Washington Post and the Steel Can Recycling Institute.
NUDOCS Contract NRC's contract with Statistica, Inc., for management and operation of the Agency's Nuclear Documents System (NUDOCS) was extended for a three month period. Two one-month option p aiods were also included in the contract extension which will be exercised in the event of unforeseen delays or the l
need for a transition period between the current and newly selected t
contractor.
It is anticipated that a change to a new contractor, if necessary, could be accomplished with minimum disruption in services.
Memorandum of Understandino on Hazardous Material In conjunction with the Agency's representation on the Federal Installation Committee, Montgomery County local Emergency Planning Council, the Division of Contracts and Property Management Staff is coordinating the development of a Memorandum of Understanding (MOU) between NRC and the County. The MOU will serve to ensure effective coordination between the County and NRC in the event of a hazardous material emergency.
The MOU requires NRC to notify the county in the event of an accidental release of hazardous material that could extend l
beyond the 0WFN/TWFN site boundary.

Week Ending March 5, 1993 NUDOCS Annual User's Survey On February 24, 1993, the NUDOCS (Nuclear Documents System) Annual User's Survey was forwarded to 1,246 members of the NRC staff who are registered NUDOCS users, requesting their response by March 31, 1993.
Scientific Enoineerina Workstation Procurement Efforts to establish a program which will support NRC's scientific and engineering advanced computing requirements over the next few years moved a step closer this week. The Scientific Engineering Workstation Procurement (SEWP) which consists of nine Indefinite Delivery Indefinite Quantity l
contracts managed by NASA's Goddard Space Flight Center was implemented this week. In accordance with interagency procurement procedures established by GSA and NASA, NRC will'use the SEWP contract to purchase advanced UNIX-based high performance workstations. The contract is organized into seven classes of workstations and two support contracts.
Scientific Code Distribution A new version of the Radiological Assessment System for Consequence Analysis code, RASCAL 2.0, has been developed for the NRC. The new version will be sent to the Energy Science and Technology Software Center by the developer, Pacific Northwest Laboratory. As was the policy in the past, RASCAL 2.0 will l
be provided free-of-charge by the NRC to State organizations performing dose I
assessment calculations.
File Center Special Pro.iects The File Center continued purging the duplicate license amendment records maintained as part of the License Authority Files. This set of records is no longer needed because all of the involved records are now processed through NUDOCS. Fifty-six cubic feet of records have been purged.
The File Center continued reorganizing retired records to group by date all l
records within a 10 CFR Part 50 docket case file to eliminate the commingling
'of files with different license expiration dates. One hundred thirty cubic feet of records have been organized.

Office of Personnel Items of Interest Week Ending March 5, 1993 Workshop on Glass Ceilina Phenomenon Attended Carolyn Swanson of the Executive and Operational Support Programs component attended a day-long workshop on March 2 at the Washington, D.C., branch of the University of Southern California Washington Public Affairs Center on " Working at the Executive Level: Glass Ceiling Conflicts and Resolution." Speakers addressed such topics as the recent Merit Systems Protection Board's study on the glass ceiling phenomenon in the Federal government and strategies for overcoming its barriers.

five Historically Black Colleges and Universities (H8CU's) throughout the l
South in five days. The visits focused on the relationship that NRC has established with ORISE through a Cooperative Agreement executed in September i
1992. The Agency is. seeking partnerships with HBCU's by encouraging the i
assignment of faculty and students ~to participate in NRC-sponsored research l
and engineering programs at the national laboratories.

Hiah Technoloav Small Business Development Procurement Conference On March I and 2, 1993, NRC was a workshop participant for the 1993 High-Technology Small Business Development Procurement Conferencc in Los Angeles, California. Harris Coleman chaired a panel and spoke on the topic "The i
Federal Government Universe." The conference was attended by approximately 375 small, 430 minority, and 200 women-owned businesses. There were about 235 representatives from Federal agencies and major corporations in attendance.

The conference was sponsored by the Jet Propulsion Laboratory, the Southern California Small Business Utilization Council, and the National Aeronautics t
and Space Administration. The total attendance was estimated to be 1,450 I
persons. The featured speakers were Daniel Goldin, Administrator, NASA, and Robert Staehle, the Manager, Pluto Development Flight Project, Jet Propulsion Laboratories.

Second Buildino Statyi During the week, caulking of the base building was identified by GSA inspectors as falling behind schedule. Caulking of the northwest exterior face of tne building is underway. Heavy rains during the week damaged drywall on the east side core walls on all floors. Concrete was poured for the area of the plaza along the front of the building under the overhang. The developer completed a temporary, gravel walkway for pedestrians along the front of the TWFN site.
i On March 2, the NRC's contractor transported the specially prefabricated 9' x l
12' rear projection screen from the warehouse to the building, and on March 6 the contractor deposited the crated 1,000 lb. screen inside the projection room for later installation.
l On March 3, the Director attended a monthly meeting of the Transportation Action Partnership. The group received a briefing on the County's plans for an advanced transportation u nagement system using the satellite-based Global Position System (GPS) and Fairchild Defense's MultiMap, a time-critical geographic information system (GIS). A tour of the County's transportation management system control center provided an impressive demonstration of the promise of this system, which when linked with the County's 1,500 centrally l
controlled traffic signals, 3,000 vehicle detectors, and 150-200 video monitored intersections, will substantially improve roadway network efficiency and the ability to respond more rapidly to accidents and incidents.
On March 4, Office of Consolidation staff met with staff of the GSA National furniture Center to discuss procurement of ergonomic seating through the

Center.
On March 5, the Director met with representatives of the developer and prime contractor to discuss outstanding coordination issues with GSA and NRC. The GSA representative did not appear for the meeting.

The National Association of Regulatory Commissioners (NARUC) held its Winter meetings on February 28-March 4,1993 in Washington, DC. NARUC sponsored a t
Nuclear Waste Issues Forum on February 27, 1993.. The Forum examined a number l
of nuclear waste policy issues including options for achieving timely and cost effective solutions to high-level waste (HLW) and spent nuclear fuel (SNF) disposal; short' term actions required to deal with HLW and SNF before the year 2010; feasibility and desirability of a Monitored Retrievable Storage (MRS) i facility and the roles of the Department of Energy (DOE) and the Office of the Nuclear Waste Negotiator; and the desirability of privatizing the nuclear waste program. As a result of the discussions at this Forum, the NARUC Subcommittee on Nuclear Issues / Waste Disposal adopted two resolutions on February 28, 1993 to: 1) meet with DOE Secretary O' Leary in the spring of 1993 to examine the policy issues identified through a collaborative process and to invite the Secretary or her designee to brief NARUC on the administration's 1
policies and initiatives at NARUC meetings and 2) support the search for a voluntary MRS site through the Nuclear Waste Negotiator's Office. These resolutions were later adopted by the NARUC Executive Committee.
Commissioner Kenneth Rogers briefed the Subcommittee on Nuclear Issues / Waste Disposal on February 28 on the status of NRC activities including the i
regulatory review and the program for elimination of requirements marginal to safety, the enhanced participatory rulemaking on decommissioning and NRC's latest review of State utility commissions' economic incentive regulation programs.
In addition, the Subcommittee received reports from Robert Loux, i
Director of Nevada's. Nuclear Projects Office, cn the State's nuclear waste

activities and from William Stewart, Virginia Power, on the universal canister i
system.
Meetino with Steel Manufacturers Association A public meeting between the staff from OGC, OSP, HMSS, RES and i
representatives from industry and the Steel Manufacturers Association (SMA) was held on March 5, 1993. The SMA discussion was lead by Mr. William M.
Guerry, counsel for the SMA. Among those attending from the NRC were Francis X. Cameron, OGC, John Austin, NMSS, Don Cool, RES, Jim Myers, OSP, and Maria Lopez-Otin, Federal Liaison, who arranged the meeting. Also in attendance was Mr. James G. Yusko, from the Pennsylvania Department of Environmental Resources. The purpose of the meeting was to discuss SMA's concerns about the recycling and disposal of electric arc furnaces contaminated dust.

p Office of International Programs Items of Interest Week Ending March 5, 1993 Foreion Visitors Mr. Yves Cousin, Executive Vice President, Engineering and Construction Division, EdF, met with the Chairman and other Commissioners on Tuesday, March 2.
Mr. Cousin and his colleagues presented EdF's views on the proposed revisions to NRC's siting regulations.
The Commissioners were interested in learning the status of the Franco-German joint reactor project, including the main features of the nuclear island design.
i Dr. Frederick Niehaus, Head of Safety Assessment at the IAEA, met with the NRC staff on Thursday, March 4.
Discussions focused on IAEA programs in nuclear safety such as IPERS, ASSET, INES, IRS, and reliability centered maintenance, safety indicators, older plants, the status of the NRC license renewal program, individual plant examinations, and IAEA projects in the FSU and CEECS l
where the Agency is providing safety assessments of the VVER 440 MWe, the i
1000 MWe and the RBMK reactors.

Ooen Enforcement Conference with Paoastavros' Associates On Monday, March 1, 1993, Region I conducted an open enforcement conference with Papastavros' Associates to discuss apparent violations i
resulting from a February 1993 inspection. The inspection was conducted to ' evaluate a misadministration that occurred in January 1993, when a patient received a 50% I-131 underdose. The misadministration and the licensee's failure to have a quality management program were discussed.
No members of the public attended.
Enforcement action is pending.

Russian Visitors On March I, Region II hosted a presentation on Emergency Preparedness for four Russian visitors..The purpose of the presentation was to inform them about the NRC Response Program. The visitors also toured j
the Region II Incident Response Center (IRC). On Tuesday, March 2, selected Region II staff members accompanied the visitors at a presentation by Duke. Power Representatives and a facility tour of the

Oconee Emergency Operations Facility (EOF) at Clemson, South Carolina.
l The purpose of the presentation and tour was to inform the visitors about how a licensee's EOF operates in the areas of coordination with offsite organizations and communication links.

Carolina Power & Licht Company - Brunswick On March 2, the Regional Administrator and members of the Regional and NRR staffs were at the Brunswick site to discuss with CP&L management the status of restart activities.

Tennessee Valley Authority - Watts Bar On March 4, the Regional Administrator; the Director, Division of Reactor Projects; the Deputy Director, Division of Radiation Safety &
Safeguards, and NRR management were at the Watts Bar site to attend an oversight meeting in the morning, and a meeting with TVA management in the afternoon.

Tennessee Valley Authority - Seouoyah An Augmented Inspection team was sent to Sequoyah to review the Unit I reactor trip and extraction steam pipe failure. The team is composed of five members from NRR and Region II.

Duke Power Company - Oconee On March 5, the Oconee EDSFI inspection team conducted their exit meeting with Duke Power Company representatives at the site. A news conference was conducted at the conclusion of the exit meeting to answer questions from the public and/or local media.

D. C. Cook On March 2, 1993, an Enforcement Conference was conducted by telephone from the Region III Office with representatives of Indiana Michigan Power Company and members of Region III staff. The purpose of the Conference was to discuss _ circumstances surrounding a transportation event which led to two apparent violations. The results of the conference were subsequently discussed by the RIII staff which concluded both violations were Severity Level IV.

OIG Audit on Misadministrations Representatives of the OIG were in Region III to talk to the staff about the regulatory program as it relates to the followup to medical

'misadministrations. 'They covered regulations, agency guidance, procedures and practices related to staff followup and the use of medical consultants.

Prairie Island Nuclear Plant On March 2,1993, the Director, Division of Reactor Projects visited the Prairie Island plant for the purpose of an extensive tour and a meeting with site and plant management to discuss achievements, problems, and future challenges.

Clinton Nuclear Plant On March 4, 1993, the senior vice president of Illinois Power Company and members of his staff met with the Region III Deputy Regional Administrator and members of his staff in the Region III office. The main topic of discussion was the licensee's performance since the last SALP.

Seauovah Fuels Corooration Ooen Enforcement Conference An enforcement conference was held on March 2, 1993, with Sequoyah fuels Corporation, a subsidiary of General Atomics, in the Region IV offices.
i The purpose of the conference was to discuss apparent violations identified in followup inspections' concerning circumstances surrounding a November 17, 1992, release of nitrogen dioxide from the Sequoyah Facility. The conference was open for public observation in accordance with the NRC's trial program.

Region V and NRR management and staff conducted a management meeting with WNP-2 management and supervisors on March 4, 1993 in Richland, Washington. The focus of the meeting was to assess plant events from the period January 21, 1993 to February 20, 1993 and to determine what these events indicated regarding the licensee's performance improvement efforts. Particular, attention was given to effectiveness of management oversight, penetrating root cause determinations and corrective action implementation and followup.
