Mr. T. Gary Broughton

Vice President and Director, TMI-1

GPU Nuclear Corporation

Three Mile Island Nuclear Station

P. O. Box 480

Middletown, Pennsylvania 17057-0191

Dear Mr. Broughton:

SUBJECT:

REQUALIFICATION PROGRAM EVALUATION REPORT NO. 50-289/

\\

'

93-02 (OL-RQ)

From February 1 - 5, 1993, the NRC administered requalification examinations to employees

of your company who operate the Three Mile Island, Unit 1 facility. These examinations

addressed areas important to public health and safety and were conducted in accordance with

Revision 7 to NUREG-1021, Operator Licensing Examiner Standards, ES-601,

" Administration of NRC Requalification Program Evaluations." The evaluation had two

purposes, evaluating the effectiveness of the licensed operator requalification training

'

program at mainmining the competency of licensed operators, and examining the individual

operators to determine if they would satisfy the regulatory requirement of passing an NRC

administered examination prior to license renewal. Both purposes were met successfully. At

the conclusion of the examination, the results and findings of the examination were discussed

with Mr. Ross, Mr. Shalikashvili, and other members of your staff.

As evaluated by the NRC, all fifteen operators passed all portions of the examination and all

three crews, made up of these fifteen operators, passed the simulator portion of the

examination. The evaluation was conducted in accordance with the criteria established in

'

NUREG-1021, as cited above. As a result of this evaluation, your requalification program

has been assigned an overall program rating of satisfactory.
