SUBJECT: NRC INSPECTION REPORT 50-458/93-02 (NOTICE OF VIOLATION)

This refers to the inspection conducted by Mr. B. Earnest of this office on
January 19-22, 1993.
The inspection included a review of activities.
,
authorized for your River Bend Station. At the conclusion .of the . inspection,
-
the findings were discussed with you and those memoers of your ' staff
'
identified in the enclosed report.
Areas examined during the inspection are identified..in the report.
Within
'

these areas, the inspection consisted of selective examination of procedures
and representative records, interviews with personnel,.and observations of-
'
activities in progress.
Based on the results of this inspection, certain licensed activities appeared
>
to be in violation of NRC requirements as specified in the enclosed Notice of
Violation (Notice). The violations involved the failure to follow a drill
'
scenario procedure and' inadequate protection of safeguards information'.
It was identified that you failed _to meet the time requirements required in
changing Physical Security Plan requirements under 10 CFR 50.54(p).
This
violation is not being cited because the criteria in paragraph VII.B.2 of
Appendix C.to 10 CFR Part 2 of the NRC's " Rules of Practice" were satisfied.
The violation was an isolated occurrence, and your staff took prompt and
effective actions to correct the problem.

SAFEGUARDS INFORMATION
An unresolved item was identified regarding the adequacy of compensatory
measures for degraded vital area detection system capability. This matter is
discussed in Section 1.1 of the enclosed inspection report.
As discussed with Mr. K. Surke and other members of your staff by telephone on
February 25, 1993, a management meeting will be scheduled to discuss your
security program. The purpose of this management meeting will be to discuss
security procedures regarding compensation for degraded vital area detection
system capability, training provided to security officers on security
contingency procedures, and management oversight of the security program. The
time and date of this meeting will be promulgated by separate correspondence.
You are required to respond to this letter and should follow the instructions
specified in the enclosed Notice wnen preparing your response.
In your
response, you should document the specific actions and any additional actions
you plan to prevent recurrence. After reviewing your response to this Notice,
including your proposed corrective actions and the results of future
inspections, NRC will determine whether further NRC enforcement action is
necessary to ensure compliance with regulatory requirements.
The material enclosed herewith contains Safeguards Information as defined by
10 CFR 73.21 anc its disclosure to unauthorized individuals is prohibited by.
Section 147 of the Atomic Energy Act of 1954, as. amended. .Therefore, the
material will not be placed in the Public Document Room.
The responses directed by this letter and the enclosed Notice are not suoject
to the clearance procedures of the Office of Management 'and Budget, as
required by the Paperwork Reduction Act of 1980, Pub. L. No. 96.511.
Should you have any questions concerning this inspection, we will be pleased
to discuss them with you.
