During an NRC inspection conducted on January 25-29, 1993, a deviation of written commitments was identified.
In accordance with the " General Statement i
of Policy and Procedure for NRC Enforcement Action," 10 CFR Part 2, Appendix C, (1990), the deviation is list'd below:
i In a response, dated August 27, 1992, to a Notice of Violation, the l
licensee committed to send a revised copy of their Emergency Plan to the' Radiation Protection Council by September 1, 1992, for review and approval.
-l Contrary to the above, the revised Emergency Plan was not submitted to the Radiation Protection Council (RPC) until October 1, 1992. The RPC i
did not review the revised Emergency Plan until November 1992 and the i
action taken was to refer the document to the Reactor Safety Advisory Group (RSAG) for review and approval. As of January 29,-1993, the RSAG l
had not met to formally review and approve the revised Emergency Plan.

Administrator, Region II, and if applicable, a copy to the NRC Resident i
Inspector, in writing within 30 days of the date of this Notice, the reason for the deviation, the corrective steps which have been taken and the results achieved, the corrective steps which will be taken to avoid further i
deviations, and the date when your corrective actions will be completed.
Where good cause is shown, consideration will be given to extending the-j response time.
