Nine Mile Point Unit 2 Docket No. 50410 NPF-69 Gentlemen:
Niagara Mohawk Power Corporation hereby transmits an Application for Amendment to Nine Mile Point Unit 2 Operatmg License NPF-69. Also enclosed are the proposed changes to the Technical Specifications set forth in Appendix A of the above refemnccxl license. Supporting information and analysis demonstrating that the proposed changes do not involve a significant haards consideration pun;uant to 10 CFR 50.92 are included in Attachment B.
He proposed changes are to Technical SWfications Table 1.2, " Operational Conditions," and Sxtion 3/4.9.1, " Reactor Mode Switch." This amendment will allow a single contml rod to be withdrawn when the plant is in the Hot Shutdown or Cold Shutdown Condition provided the one-rod-out interlock is OPER ABLE and the Mode Switch is in the Refuel position. Currently, post-maintenance and surveillance testing on control rod ddves is a critical path actisity during plant startup after a refueling outage. These pmposed changes would permit the performance of control rod drive testing during cold shutdown, thereby shortening the critical path schedule. Rese proposed i
