Combined Inspection Report Nos. 50-334/90-11 and 50-412/90-10

This refers to the routine safety inspection conducted by J. J. Kottan of this

office on April 30 - May 4, 1990 of activities authorized by NRC License Nos.

DPR-66 and NPF-73 at the Beaver Valley Power Station, Units 1 and 2,

Shippingport, Pennsylvania and to the discussions of our findings held by J.

Kottan with Mr. T. Noonan and other members of your staff at the conclusion of

the inspection.

Areas examined during.this inspection are described in the NRC Region I Inspection-

Report which is enclosed with this letter. Within these areas, the inspection

consisted of selective examinations of procedures and representative records,

-

interviews with personnel, and observations by the inspector.

In-addition, our Mobile Radiological Measurements Laboratory was also brought

to your site and used by the inspector to make certain independent measurements.

The basic purpose of these independent measurements is to verify your capability

for analyzing radioactive effluents, and to achieve and maintain comparable

methods of analyses between your facility and the-NRC.

The complete data from,

,

these measurements will be reported in a subsequent inspection report.

Within the scope of this inspection, no violations were observed.

However,

weaknesses were identified in your laboratory QA/QC program in that portions of

the program are.poorly documented and appear to be implemented in random manner.
