By letters dated-November 7,~ 1989'and March 7; 1990,-Florida Power Corporation (FPC) requested' relief from certain; pump and valve inservice testing

. requirements, as follows:

. Relief from ASME Code,Section XI, 1983-Edition through Summer 1983 Addenda regarding testing frequency requirements (referencing ANSI Performance Test Code 25.3, 1976) and substitution-of ASME. Code Section XI. IWV-3510,~

1986 Edition, referencing ANSI /ASME OM-1, 1981,-

for inservice testing of -safety and relief valves except for the main steamusafety. valves'.

V-366 Relief from ASME Code-Section XI, IWV-3300 requirements for observation of valve position for 4 post-accident hydrogen purge. isolation valves, and substitution of alternate ~means of determining-. valve position.

V-371 Relief from the flow accuracy requirements for the chilled water pumps of=ASME Code Section XI, l=

IWP-4150, and substitution of alternate'means of assuring' accuracy.

We have reviewed these requests and, based on our review as summarized in the-p enclosed Safety Evaluation, herewith grant two of the requested reliefs, as noted below.

For relief requests V-115 and V-366, we-have determined, in accordance with 10 CFR 50.55a(a)(3)(i), that the alternatives proposed by FPC provide acceptable levels of quality and safety.

For relief request V-371, we-have determined, based on out. understanding of the Code, that manualTaveraging techniques are-c es war g

permitted to meet the requirements of IWP-4150'; and therefore that relief from' Code requirements is not necessary.
