This refers to the special safety inspection conducted by V. P. Lougheed and
F. A. Maura of this office on January 2 through April 16, 1990 of the data
provided to support your conclusions regarding the performance of the 1989
containment integrated leak rate test activities at Big Rock Point Nuclear
Plant authorized by License No. DPR-6.
This letter also refers to the
discussion of our findings with Mr. W. Becknan at the conclusion of the
inspection.
The enclosed copy of our inspection re) ort identifies areas examined during
the inspection.
Within these areas, tie inspection consisted of a review of
calculations, representative records, and interviews with personnel.
No violations of NRC requirerents were identified during the course of this

inspection.

During the meeting held March 13, 1990, and during the exit meeting on
April 16, 1990, you committed to provide better quantification of the behavior
of the steel containment during changing atmospheric conditions. This
quantification is to be provided to us prior to submittal of the next CILRT
results if changes in the containment volume are used to explain any of the
test parameters or results.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter and the enclosed inspection report will be placed in the NRC
Public Document Room.
