Gentlemen:

I

This refers to the inspectior, conducted by Mr. L. Ricketson of this office

during the period February 21-23, 1990, of' activities authorized by NRC

Operating License R-83 for the Nuclear Science Center,-and to the discussion of

our findings with you and members of your staff _and other representatives of=

the Texas A&M University system at the conclusion of the inspection.

Areas examined during the inspection included portions of the radiation safety

program. Within these areas, the inspection-consisted of selective examination

of procedures and representative records, interviews with -personnel, and

observations by the inspector. -The inspection-findings- are documented in the

enclosed inspection report.

During this inspection, it was found that certain of your activities were in-

violation of NRC requirements.

Consequently, you are required to respond to

this violation, in writing, in accordance with the_ provisions of Section 2.201

of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal

'

Regulations.

Your response should be based on the specifics contained in the

Notice of Violation enclosed with this letter.

In addition, it was found that certain of your activities appeared to deviato

from commitments made to the NRC in Section X of-the Safety Analysis Report.

This item and references to the commibnent are identified 1n the enclosed

Notice of Deviation.

You are requested to respond to this deviation in

writing.

Your response should be based on the specifics contained in the

Notice of Deviation enclosed with this letterc

The inspector identified.three open items involving contamination control,

decontamination procedures, and changes made to standard operating procedures

that require further NRC followup.

These items are discussed in paragraphs 9

and 10 of the enclosed report.

Paragraph 4 of the enclosed report contains observations made by the

inspector.

These are for your consideration and no action is required.

We have also examined actions you have taken with regard to previously

identified inspection findings. The status of these items is identified in

paragraph 2 of ,the enclosed re ort.
