. Gentlemen:
This refers to the inspection conducted by Mr. A. B. Earne~st of_this' office
during.the period March 12-16, 1990,.of. activities authorized by NRC Operating
License NPF-42 for Wolf Creek Generating Station (WCGS), and to the discussion
of our findings with members of your staff at the conclusion of the-inspection.
The inspection reviewed certain areas of your physical security program.

Within these areas, the inspection consisted of selective examination of-
procedures. and representative records, interviews' with: personnel,-and
observations by the inspector. The inspection findings are docurrated in the-

enclosed inspection report..
We have also examined actions you have taken with regard to previously

identified inspection findings. The status of these . items is identified in
paragraph 2 of the enclosed report.
'
Within the scope of the inspection, no violations or deviations were
identified. Your staff, however, made:two commitments to NRC staff in response
to recent events at WCGS. We have characterized these commitments as open-
items in the enclosed inspection report.because we wish.to review the

implementation of these commitments at a later date. One.open-item in
'
paragraph 3 of the enclosed report references'the significant' number of.

keycard/ badges that have been inadvertently removed-from the protected area.

Your staff has been evaluating this problem and committed during a teleconference
on March 21, 1990, between Mr. Ml Williams and Mr. J. Johnson of your staff and
Dr. D. powers of our staff, to installing equipment within the next 6 months,
that will prevent the inadvertent removal of the keycard/ badges. A second open
item in paragraph 3 of the enclosed report referencescan incident wherein
visitors were not properly escorted. This incident was, reported to NRC.
Based
on the teleconference.on March 21, 1990, your staff committed to change the
'
procedure that outlines the escort program requirements.
Your corrective-
action in these areas will be evaluated in future inspections.
In' addition, an
unresolved item in paragraph 3 of.the enclosed report details a physical

security plan change submitted under the provisions of 10 CFR 50.54(p), that,

in part, apparently reduces the effectiveness of the plan. We will review your
