Docket Nos. 50-413 and 50-414 Technical-Specification Amendment Inconel Clad Control Rod Assemblies Gentlemen:

My February 7, 1990 letter transmitted a proposed amendment to the Technical-1 Specifications for Facility Operating License Nos. NPF-35 and NPF-52'for-Catawba Nuclear Station Units 1 and 2. This request involved changes to Catawba Technical Specifications Design Feature 5.3.2 to allow operation with up to one inconel clad Rod Cluster Control Assembly (RCCA) in'the Catawba Unit 2 core. Please find attached a revised mark-up of. proposed Technical Specification 5.3.2. The. enclosed changes are intended to clarify that all l

Unit 1 control rods are clad with stainless steel tubing.

The proposed amendment may be required to support refueling. operations.during the Unit 2 end-of-cycle 3 refueling outage which is scheduled to start on June l.

8, 1990. Therefore, it is requested that the NRC review and approve the-l proposed amendment prior to June-1990.-

The conclusions of my February 7,1990 letter remain valid. The proposed 1-amedment does not involve significant hazards considerations.
