Dear Mr. Poppe:
This letter responds to your February 5, 1985 request for inspection and spproval of the Chem-Nuclear Systems, Inc. (CNSI) imobilization system for the transport vehicles for spent fuel shipments. The sustem was inspected and tested by the Nuclear Regulatory Conni'ssion (fiRC) on February 21, 1985 and was found to meet the 30-minute imobilization time requirement of 10 CFR 73.37(c)(4).
This1 finding is based upon the August 12, 1985 report from Region !! which provided the results.of the inspection as well as the required detailed description of the makeup and operations of the systam used by CNSI.
4 Whenever the immobilization equipment is employed as-a requirement under an NRC license, CNSI is required to follow all safeguards requirements of 10 CFR 73.37 for the transportation of spent nuclear fuel and is subject to operational inspections by NRC Regional Safeguards staff. The safeguards requirements are further described in NUREG-0561. Revision 1. " Physical Protection of Shipments of Irradiated fuel."
