Dear Mr. MacDonald:
As discussed with Mr. Len Toner, CNSI, on March 15, 1990, Chem-Nuclear Systems, Inc. (CNSI) requests an amendment to our immobilization system for the transport vehicles for spent. fuel shipments, that was approved by the Nuclear Regulatory Commission on September 6, 1985 (see attached letter), to allow use of the existing type key system or a system that has been designed.by CNSI that will be used in the same manner to actuate the system.
The key actuator used on the system, approved in September 1985, uses a key actuator made by Quadra-Lock Company.
Quadra-Lock has gone out of business and their key actuators are no longer available.
Therefore, CNSI designed a key actuator that is similar to the Quadra-Lock model and. performs the same function.
When the system is actuated, the tractor is disabled for.at.least thirty minutes.
The remainder of the system has not been-modified and works the same as noted in the inspection report from Region II, dated August 12, 1985.
Chem-Nuclear requests that you approve the use of the Quadra-i' Lock or the CNSI key actuator for compliance with the t
immobilization requirements.
