We will examine the implementation of your corrective actions during future

inspections.

The last paragraph of your letter states in part that to the extent the NRC
believes a requirement to modify procedures exists for plants with approved
programs, you believe that this is a new position and should have been treated
as a backfit under 10 CFR 50.109.
The meeting minutes for GL 89-04, which were
issued on October 25, 1989, provide clarification of this issue.
Specifically,
the response to Question 91 in the meeting minutes discusses the NRC position
on the backfit issues of GL 89-04.
