Catawba Nuclear Station Docket No. 50-413 LER 413/90-13 Gentlemen During the Catawba Unit 1 EOC4 refueling outage, six control rods were discovered latched but not locked.
There was a concern for this situation having been an unanalyzed condition and as a result our Design Engineering organization is actively pursuing a resolution to the questions of potential effects on existing analyses. This review may determine that the finding of devoral rods locked is bounded by existing analyses and is not an unanalyzed conditions and therefore is not reportable from that standpoint. At this point I am unable to provide the results of the review as it is not complete. That review will be complete by April 20, 1990.
If the results of that review indicate an unreviewed safety question existed, an LER will be filed by April 30, 199C. If an unreviewed safety question did not exist, based upon that review, this LER will be cancelled at that time.
Therefore I request an extension on submittal of thic LER to April 30, 1990.
