Inspection Report Nos. 50-317/90-80 and 50-318/90-80
This letter transmits the report of the special maintenance team inspection
led by Mr. E. H. Gray of this office from February 5 to March 2, 1990, at
the Calvert Cliffs Nuclear Power Plant, Lusby, Maryland. Mr. Gray-
discussed the team's findings with you and other members of your staff on
March 2, 1990, at the conclusion of the inspection.
This inspection was performed as part of NRC's industry wide effort to
evaluate the effectiveness of maintenance activities at licensed power
l
reactors. The team concluded that a generally acceptable maintenance
program is being implemented at the Calvert Cliffs Nuclear Power Plant' .
As a result of your self assessment of the maintenance program in late
1988, and subsequent NRC findings, the team noted that many changes and
improvements have been initiated in the last year,
The findings of this
inspection indicate that performance in the maintenance area has continued
the improving trend noted in the SALP ending December 31, 1989. At this
time these changes and improvements have not been in place for a sufficient
time and in all modes of operation to permit their full evaluation. We
encourage your continued evaluation of these changes to verify their
effectiveness.
Based on the results of this inspection, it appears that one of your
activities was not conducted in full compliance with NRC requirements as
set forth in the Notice of Violation, enclosed herewith as Appendix A.
The
violation has been categorized by Severity level in accordance with the
General Statement of Policy and Procedure for NRC Enforcement Actions, 10
CFR, Part 2, Appendix C.
You are required to respond to this Notice of
Violation and in preparing your response, you should follow the
instructions in Appendix A.

We also request that you notify us in writing of actions taken or planned
in order to enhance your maintenance activities in the areas where
weaknesses were identified (see Appendix 2) and to resolve the identified
unresolved items. Please provide this response within 60 days of receipt of
this letter.
