50-318/90-81

A special inspection of your Commitment Implementation Assessment (CIA) Project

was conducted by Mr. D. Vito of this office and other members of an NRC team on

March 5-9, 1990, at the Cahert Cliffs Nuclear Power Plant, Lusby Maryland.

Discussions of our findings were presented by Mr. Vito to you and your staff at

the conclusion of the inspection.

The specific areas of the CIA Project which were examined during this inspec-

tion are described in the NRC Region I inspection report which is enclosed.

Within these areas, the inspection consisted of the examination of procedures

and records representative of the CIA Froject, interviews with personnel, and

observations of the inspectors.

Within the scope of this inspection, no violations were identified.

inspectors determined that the results of the CIA Project provide reasonable

assurance that prior commitments of safety-significance have been adequately

addressed and that there is minimal likelihood of additional issues of high

<.;

safety-significance (like the Low Temperature Overpressure Protection issue)

which remain unidentified.

No reply to this letter is required. However, you are requested to review the

conclusions noted in this inspection report and consider them accordingly in

the development of the amendment to your Performance Improvement Plan which

will address improvements to the management of regulatory commitments.
