Gentlemen:

Subject. NRC Region I Inspection No. 50-336/90-01

This refers to the routine resident safety inspection conducted by Messrs. W.

Raymond and P. Habighorst of this office on. January 20 - March 5, 1990, at

Millstone Nuclear Power Station, Unit 2, Waterford, Connecticut of activities

authorized by NRC License No. DPR-65 and to the discussions of our findings by

Mr. Habighorst with Mr. Keenan and others of your staff at the conclusion of

the inspection.

Areas examined during this inspection are described in the NRC Region I

inspection report which is enclosed with this letter. Within these areas, the

inspection consisted of observation of activities, interviews with personnel,

measurements, and document reviews.

Based on the results of this inspection, it appeers that one of your activities

was not conducted in full compliance with NRC requirements, as set forth in the

Notice of Violation enclosed herewith as Appendix A.

The violation involved

operation of the facility outside a limiting condition for operation without

submitting a Licensee Event Report (LER). This event was previously documented

in inspection report 50-336/89-05 with the understanding that an LER was-in

preparation for submission to the NRC. No LER do:umented this event.

You are

required to respond to this letter and in preparing your response, you should

follow the instructions in Appendix A.

The response directed by this letter and the accompanying notice is not subject

to the clearance procedures of the Office of Management and Budget as required

by the Paperwork Reduction Act of 1980, PL-96-511.
