Gentlemen-

SUBJECT: NRC INSPECTION REPORT NO. 50-261/89-30

The NRC Systematic Assessment of Licensee Performance (SALP) has been completed

for your H..B. Robinson facility.

The facility was evaluated for the period -

November 1, 1988 through December 31, 1989.

The results of the evaluation are

documented in the enclosed Initial SALP Report. This report will be discussed

with you at a public meeting to be held at the Robinson Visitor's Center on

March 30, 1990, at 10:00 a.m.

The performance of your H. B. Robinson facility was evaluated in the functional

areas of plant operations, radiological controls, maintenance / surveillance,

emergency preparedness, security, engineering / technical support, and safety

assessment / quality verification.

The quantitative ratings awarded bythe SALP.

Board reflect good performance.

However, the1 narrative description of the

functional area evaluations identify many items. that' need. attention.

The

report indicates that in these areas corrective actions are being developed or.

issues are being addressed to determine root causes, but that the'NRC staff

could not determine the effectiveness of the- programs or . actions .at this

time.

Thus, the SALP ratings depend to a certain degree on effective and

timely implementation of _ future corrective actions,

Significant improvement in radiological controls was Lindicated, and in the

i

l

area of emergency preparedness strong performance in response to actual. events

was evident.

In addition, strengths were noted in.your emphasis on communica-

~

tions and procedure improvement.

Security has also continued to be a. strength

l

in your program.

In the maintenance / surveillance area, your' performance was

good; however, weaknesses were identified in procedure adherence. . In addition,

'

the SALP board recommended increased attention to your preventive / predictive

maintenance program.

The SALP board also noted mixed performance in the area of engineering / technical

support.

While performance was strong in design review and ongoing support of'

major modifications, routine plant operations did not appear to receive a

commensurate level of technical support.

The SALP board noted the strong

performance of the engineering and technical support organization's response to

the numerous major issues this assessment periodj however, the board recomends

increased mangement attention to ensure routine plant operations and modifica.

tiens receive appropriate attention from the technical staff.
