COMANCHE PEAK OPERATIONAL READINESS ASSESSMENT TEAM INSPECTION

The enclosed inspection report describes the findings of the NRC Operational
,
. Readiness Assessment Team (ORAT.' inspection conducted during. the periods
.
. October 16 - 27, 1989 and January 22 - February 2,1990 involving activities
authorized by NRC Construction Pentits CPPR-126 and CPPR-127 for the Comanche
Peak Steam Electric Station, Units 1 and 2.
The inspection was conducted by.
members of the NRC Office of Nuclear Reactor Regulation, Regions III and IV,

and NRC consultants.

-In the first portion of the ORAT inspection, the NRC inspection team reviewed

the programmatic; readiness of your facility and determined that the plant
r
construction was:not sufficiently complete to support a determination concern-
ing operational readiness. The interim findings of the inspection team were
i
discussed with you.and other members of your staff during the exit meeting on
0ctober 27, 1989, and were documented in a letter dated November 16, 1989

In the final portion of the ORAT inspection, the inspection team completed its
assessment of your readiness to safely operate the Comanche Peak Steam Electric
i
Station;
This portion of the inspection focused on implementation of the
operational programs and the performance of your staff. The conclusions of the
inspection team were discussed with you and other members.of your-staff at the
l
end.of.the inspection on February 2,1990. The inspection team identified five
concerns which required resolution before fuel loading and-operation of the-
R,
-facility above'five-percent power.
In addition, there were several concerns
l-
- which required continued management attention to ensure their satisfactory
'
i-
completion. These concerns are detailed in the Executive Summary of the
"
enclosed inspection report.
"
The" positive findings in each functional area detailed in the report and the
-
relatively few open maintenance items were the result of continued imphasis on
r

construction completion and operational programs. Nevertheless, the-inspection
L
- team did find that certain of your activities were in violation of NRC require-
'
L
ments, as specified in the Notice of Violation, enclosed as Appendix A.

in addition, certain of your
activities appeared to deviate from commitments made to the NRC, as specified
in the enclosed Notice of Deviation (Appendix B). A written responsp to the

deviation is requested.
Subject to the resolution of the five specific concerns identified in the
Executive Summary of the enclosed inspection report, the inspection team
concluded that in the seven areas reviewed (i.e., facility management,
operations, maintenance, surveillance and testing, engineering and technical
support, power ascension test program, and quality verification) your staff had
demonstrated the ability to control activities and safely operate Comanche Peak
Steam Electric Station Unit 1 in accordance with NRC requirements.
In accordance with 10 CFR 2.790 of the Comission's regulations, a copy of this
letter and the enclosures noted below will be placed in the NRC Public Document
P,oom.
The responses directed by the accompanying Notices are not subject to the
l
clearance procedures of the Office of Management and Budget as required by the

Paperwork Reduction Act of 1980, PL 96-511.
