Unit 1 Glen Rose, TX I
The following deviation was identified during an NRC_ inspection conducted on January 22, 1990 through February 2,1990.
The Comanche Peak Steam Electric Station (CPSES) Final Safety Analysis Report (FSAR) discusses the CPSES comitments on regulatory guides for the nuclear steam supply system and balance of plant design, construction, startup, and Regulatory Guide (ppendix 1A(N) refers to Appendix 1A(B) for compliance with operation.
FSAR A RG)1.33. Appendix 1A(B) states that the quality assurance requirements of RG 1.33 will be implemented per the provisions of ANSI N18.7-1976, and that CPSES is in compliance with RG 1.33 (revision 2).
In addition, FSAR Table 17.2-2, " Regulatory Guides end Industry Standards," states that the CPSES quality assurance program is consistent with the guidance of RG 1.33, and that CPSES comits to comply with the respective regult. tory positionsasdiscussedinFSAkAppendixIA(B).

Contrary to the above, as of January 31, 1990, written procedures did not exist i
for energi ing and changing the modes of operation for portions of the 118-V ac and 125-V dc distribution systems. Specifically, procedures were not provided for alignment of the low-voltage circuit breakers or for the verification of the size and type of control power fuses for safety-related equipment.
