Dear Mr. McGowan:
.On May 17 and 18, 1989, NRC senior managers met to review the performance of operating nuclear power plants licensed by the NRC. These meetings are conducted semiannually to focus NRC resources on those plants and related issues of greatest safety significance. At this-meeting, the Calvert Cliffs 1
. facility was categorized as continuing to require close monitoring. Plants in this category have been identified as having weaknesses that' warrant increased NRC attention from both headquarters and the regional office until the licensee
~
demonstrates a period of improved performance.
A summary of the discussions held relating to Calvert Cliffs is provided below:
Licensee performance is perceived to have degraded since the December 1988 senior management meeting. The licensee has developed a Performance Improvement Plan to address previously discussed problems related to engineering-support, technical / hardware issues, and procedural compliance.
However, an-NRC preliminary review of the plan indicates a lack of detail p
- with respect to assigned responsibilities, accountability, schedule and implementation details. The recent NRC Special Team Inspection confirmed l
that corrective actions have started but that problems still exist in L
these areas. -The team concluded that management's operating style, which placed primary emphasis on power production, was a major contributor to l
the increased number of operational events at the facility.
It appeared
~
that there was excessive emphasis on schedular adherence and resultant reduced emphasis on quality. Several events have occurred that resulted from-inadequate control of work and failure to follow procedures. The I
- recent decision to delay plant startup until corrective actions are taken
- on work control and plant procedures is a positive action to emphasize safety and quality over production. Continuedclosemonitoringof activities is considered warranted with regard to the licensee s improve-ment efforts and overall progress in completing Performance Improvement l
Plan items.
