Dear Mr. Donion:
On May 17 and 18, 1989, NRC senior managers met to review the performance of operating nuclear power plants licensed by the NRC. These meetings are con-ducted biannually to focus NRC resources on those plants and issues of greatest safety significance. At this meeting, Nine Mile Point I and 2 were categorized as requiring continued close monitoring. Plants in this category have been identified as having weaknesses that warrant increased NRC attention from both headquarters and the regional office until the licensee demonstrates a period of improved performance.
A summary of HRC discussions held relating to Nine Mile Point is provided below:
Unit 2 was restarted April 2,1989, following a mid-cycle maintenance and surveillance outage. A restart plan for Unit I was submitted on December 21, 1988, and revised on March 2, 1989. Although the revised plan is not yet formally approved, to date staff review of the plan has found that it is reasonable for improving performance. A recent special team inspection confirmed the adequacy of the plan's scope in that no problems were identified by the inspection team that were not already part of the plan.

Other issues discussed included long-term problems with upward flow of adverse information, the financial pressures on the company, and the failure of the licensee to provide a realistic schedule for restart of Unit 1.
It was concluded that continued close monitoring of plant activities including implementation of the Unit I restart plan is appropriate.
