SUBJECT:

MOTOR OPERATED CONTAINMENT ISOLATION VALVES IN PURGE AND VENT LINES One of the review objectives of MPA B-24 was to verify that the purge and vent lines would fully close within 15 seconds following onset of a LOCA.

Recently, a concern was raised regarding certain purge / vent isolation valves l

that require AC power to close, i.e., MOVs. For DBAs with simultaneous loss of offsite power, these valves may not be fully closed within the 15 second criteria set forth in MPA B-24 In response to an informal request by CSB, the Equipment Qualification Branch (EQB) has generated a table of plants (Enclosure 1) identifying those purge and vent l

valves that use motor operated actuators. This is not a complete list since i

only readily available infomation was compiled.

After reviewing thir table, which includes 50 operating plants, the following observations can be made:

l 1)

Of the 50 plants, only 11 plants have MOVs in their purge end vent t

system.

2)

Of the 11 plants that have MOV purge and/or vent valves:

a.

3 plants have these valves locked closed during operating modes above cold shutdown; b.

7 plants have an air operated valve in series with the MOV l

i for their purge and vent lines; and l

c.

the lith plant, La Salle, has a License Condition to replace all purge /ven:. MOVs with air operated valves by the end of the first refueling outage.

conclude that the MPA B-24 criteria of complete v61ve closure within 15 i

seconds fellowing onset of a LOCA is satisfied. No further work on this issue j

is deemed necessary.
