Gentlemen:
This refers to the inspection conducted under the Resident Inspection Prograin

by Messrs. M. W. Dickerson and G. L. Plisslee III, of this office during the
!
period October 1-31, 1981, of activities authorized by MRC Operating License
DPR-34, and to discussions of the findings with members of your staff at the
conclusion of the inspection.
l
Areas examined during the inspection and the findings are discussed in the
l
l
enclosed inspection report. Within these areas, the inspection consisted of
l
selective examination of procedures and representative records, interviews with
parsonnel, and observations by the inspectors.
!
During this inspection certain of your activities appeared to be in noncompliance
with NRC requirements, as specified in the enclosed Appendix A.
Violation i has
'
been categorized as a Severity Level III violation according to the NRC Interim
l
Enfortement Policy, 45 FR 66754, dated October 7,1980. This Severity Level
'
normally dictates the imposition of a civil penalty.
It is our judgement, how-
ever, that si: ice you had originally identified the violation, reported it, and
have taken appropriate corrective and preventative steps, civil action is not
warranted. You are required to respond to these matters in writing in accord-
ance with the provisions of Section 2.201 of the NRC's " Rules of Practice "
Part 2, Title 10, Code of Federal Regulations. Your response should be based on
the specifics contained in the Notice of Violation enclosed with this letter.
However, no response is necessary for Violation 3 of the enclosed Notice of
Violation since satisfactory corrective action has been completed and has been
.
reviewed by NRC.

this letter of your intention to file a request for withholding; and (b) sub-
mit within 25 days from the date of this letter a written application to this
office to withhold such infonnation.
If your receipt of this letter has been
delayed such that less than seven days are available for your review, please
notify this office promptly so that a new due date may be established. Con-
sistent with Section 2.790(b)(1), any such application must be accompanied
-
by an affidavit executed by the owner of the infonnation which identifies the
document or part sought to be withheld, and which contains a full statement of
'
the reasons on the basis which it is claimed that the information should be
-
withheld from public disclosure. This section further requires the statement
to address with specificity the considerations listed in 10 CFR 2.790(b)(4).
The infonnation sought to be withheld shall be incorporated as far as possible
into a separate part of the affidavit.
If we do not hear from you in this
regard within the specified periods noted above, the report will be placed in
the Public Document Room.
