Gentlemen:
This letter refers to the special safeguards inspection of your activities
authorized under NRC License No. DPR-7 conducted by Mr. C. A. Schwan of
this office on October 23, 26, 27 and November 23 and 24, 1981. It also
refers to the discussion of our inspection findings held by the inspector
with Mr. E. Weeks on November 24, 1981.
The inspection included an office examination of your security reporting
procedures in accordance with applicable requirements of Title 10, Code
of Federal Regulations, Part 73, " Physical Protection of Plants and Materials."
Within these areas, the inspection consisted of an examination of your November 19,
1981 letter to this office, subjsct: Report of Physical Security Event
(attachment to the report), and telephone interviews with facility and Corporate
office personnel.
Based on the results of this inspection, it appears that certain of your
activities were not conducted in full compliance with NRC requirements,
as set forth in the Notice of Violation, enclosed herewith as Appendix A.
Pursuant to the provisions of 10 CFR 2.207 you are required to respond as
indicated thereir..
In accordance with Section 2.790(d) of the NRC's " Rules of Practice", Part 2,
Title 10, Code of Federal Regulations, documentation of findings of your

security procedures are exempt from disclosure; therefore, the enclosure
to this letter and your response to the items listed in the enclosure to
this letter will not_ be placed in the Public Document Room and will receive
limited distribution.
The responses directed by this letter and the accompanying Notice are not
subject to the clearance procedures of the Office of Management and Budget
as required by the Paperwork Reduction Act of 1980, PL 96-511.
