Dear Mr. President:
Public Law 96-295 amended the Atomic Energy Act of 1954, as amended, by adding a new Section 147, Safeguards Information.
The new Section 147 directed the Commission to establish by rule requirements for the control of unclassified safeguards information associated with the physical protection of Nuclear Regulatory Comission licensed nuclear materials and facilities.
As required by Subsection d. of Section 147, ! am transmitting to Congress the enclosed report on the Comission's implementation of Section 147.
I am also enclosing a copy of the final rule adopted by the Comission.
