Dear Mr. Speaker:
Public Law 96-295 amended the Atomic Energy Act of 1954, as amended, by adding a new Section 147, Safeguards Information.
The new Section 147 directed the Comission to establish by rule requirements fo: the control of u:1 classified safeguards information associated with the physical protection of Nuclear Regulatory Comission licensed nuclear mat' rials e
and facilities.
As required by Subsection d. of Section 147, I am transmitting to Congress the enclosed report on the Comission's implementation of Section 147.
I am also enclosing a copy of the 'inal rule adopted by the Comission.
