REVIEW 0F LICENSE AMENDMENT APPLICATION FOR AUTHORIZATION TO CONDUCT NON-DESTRJCTIVE TESTING 0F SAMPLE CONTAINING TRACE QUANTITIES OF LICENSED MATERIAL REVIEWER:

Background
NBS is authorized by Material icense No. SNM-362 to use Special Nuclear Material to conduct activities for source and instrument calibration, activation and irradiation studies. and for miscellaneous research and development activities. The use of licensed material is restricted to the specific type of material and specific laboratories.
By letter dated October 29, 1981, and its supplement dated November 6,1981, the licensee requested authorization to do non-destructive testing of any type of sample in specific laboratories. The purpose of the testing is to evaluate the content for radioactive mateHal in the sample (for instance, air filter sample). Each sample contains no more than 1 nCi of licensed material with no more than 10 nCi total in all samples.
II. Radiological Safety Since the requested activities involve only trace quantities of licensed material, the licensee's currently established radiological safety procedure for the use of nuclear material is adequate to protset the experimenter. To ensure that the testing is donducted properly, this reviewer recomends that the follotug condition be added to the license:
Condition 16. Notwithstanding the words in the application dated October 29, 1981, the non-destructive testing involving the licensed material be conducted in accordance with approved written operating procedures. with Mr. J. ' Roth of Region I (IE) facility project inspector.
He foresaw no safety related problems with the issdtnce of the amendment.
IV.
Conclusion Based on the discussion above, I believe that the amendment can be granted as conditioned without undue risk to the experimenter and the public. Therefore, I recomend approval of the amendment subject to the condition stated in Section.II of this report.
