Subject:

Inspection No. 50-289/81-22

This refers to the special safety inspection conducted by Mr. G. Napuda of

this office on August 17 - September 2, 1981, at Three Mile Island Unit 1,

Middletown, Pennsylvania, and at your corporate offices in Parsippany, New

Jersey, of activities authorized by NRC License No. DPR-50 and to the

discussions of our findings held by Mr. G. Napuda with Mr. J. G. Herbein and

other members of the GPU Nuclear staff at the conclusion of the inspection.

Areas examined during this inspection are described in the Office of

Inspection and Enforcement Inspection Report which is enclosed with this

letter. Within these areas, the inspection consisted of selective

examinations of procedures and representative records, interviews with

personnel, and observations by the inspector.

Our inspector also verified the steps you have taken to correct the item of

noncompliance brought to your attention in a letter dated September 6, 1979.

We have no further questions regarding your action at this time.

Based on the results of this inspection, it appears that certain of your

activities were not conducted in full compliance with NRC requirements, as set

forth in the Notice of Violation, enclosed herewith as Appendix A.

These

items of noncompliance have been categorized into the levels described in the

Federal Register Notice (45 FR 66754) dated October 7, 1980. You are required

to respond to this letter and in preparing your response, you should follow

the instructions in Appendix A.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosures will be placed in the NRC's Public Document

Room.

If this report contains any information that you (or your contractors)

believe to be exempt from disclosure under 10 CFR 9.5(a)(4), it is necessary

that you (a) notify this office by telephone within ten (10) days from the

date of this letter of your intention to file a request for withholding; and

(b) submit within 25 days from the date of this letter a written application
