This letter is in response to Reference (d) in which you indicate an item of non-co npliance exists as indicated in Reference (b).
Response
It is our position that the Plant Operations Review Committee (PORC) should not have to review and approve the procedures utilized by' the approved vendor in the performance of work in their area of specialization. l The plant has used Teledyne Isotopes to perform the analysis of Sr-89,;Sr-90,and C-14 for a number of years and has verified that thevendorcouldcorfectlyperform the analysis. This was accomplished by sending spiked sample,s 'to the vendor f or analysis and comparing his results to the known.

Based on this position, we believe that a non-compliance does not exist relative to this item and that the item should be withdrawn. Even so, we wish to further indicate that the vendor's procedures (marked proprietary) were obtained subsequent to our initial response, Reference (c), and they have been reviewed and approved by PORC as indicated in PORC Meeting Minutes 81-47.
