We have reviewed the changes to the security rff the Beaver Valley Power Station, Unit 1 as submitted by your letters of May 19,and July 30, 1981.

Although some of the changes am appropriate under the provisions of 10 CFR i

50.54(p), others either decrease security or contain insuffucuent infomation upon which to base a decision. Those changes that have been detemined-to decmase security or contain insufficient infomation am listed in enclosure A, along with staff consents mlative to the action that must be taken to resolve the issues in question. _You can consider all other proposed changes to be acceptable under the provisions of 10 CFR 50.54(p).

Please submit revised pages to your plan incorporating only those changes which we have acc4pted or which you have mvised in accordance with the attached consents to be consister,t with the provisions of 50.54(p).

Dunn, Vice President, Operations Division, "Annanciation of guardhouse portal alarns in the guard room only is contrary to the requirements of 73.55(e)(1)...

In the case of the guardhouse portal alarms, it is especially important that redundant annunciation be provided." Confirm that tnese alarms are provided redundant annunciation.

6-2 6.1.3.d The statement, "This shall not include equipment located inside the continuously manned CAS and SAS" is interpreted to reduce security and is therefore denied as a 50.54(p) change.
