SUBJECT:
FORT ST. VRAIN NUCLEAR GENERATING STATION, AMENDMENT NO. 24 TO FACILITY OPERATING LICENSE NO. DPR-34 The Commission has issued the enclosed Amendment No. 24 to Facility Operating License No. DPR-34 for the Fort St. Vrain Nuclear Generating Station. The amendment consists of two parts, each with a different effective date:
(1) a temporary change to the Technical Specifications in response to a telecopied request of October 26, 1981 for relief frcm LC0 4.2.7.c PCRV Pressurization until November 27,1981. This part of the amendment was authorized by telephone on October 28, 1981 and was confirmed by letter dated October 28, 1981; (2) in reponse to your application dated fctober 30, 1981 a change to the Technical Speci-fications section 7.1, Organization, Review and Audit-Administration Controls, was made t i:. corporate the Shift Technical Advisor position and to reflect recent organizational changes. This part of the amend-ment becomes effective with the date of issuence.
This amendment changes the Technical Specifications for PCRV Pressuri-zation, Limiting Conditions for Operation, during the period of October 28, 1981 through November 27, 1981, permitting the interspace between the primary and secondary penetration closures of steam generator module B-2-3 to be maintained at a pressure slightly above cold reheat steam pressure. This part of the amendment was issued on October 28,1981 on an expedited basis to permit continued plant testing up to 100 percent power prior to shutdown for maintenance and modifications.
