to the Public Service Company of Colorado, which revised Technical

. Specifications for operation of the Fort St. Vrain Generating Station (the facility) located in Platteville, Colorado.

Part 'l of the amend-ment was effective on October 28, 1981.

Part 2 of the Amendment is effective as of the date of issuance.

The amendment consists of n; mis, each with a different effective date:

(1) a temporary ct " i a Technical Specifications in response to a.telecopied request of Gctober 2.6, '981 for relief from LC0 4.2.7.c DCRV Pressurization until November 27, 1981.

This part of the amendment was autho'rized by telephone on October 28, 1981 and was confirmed by letter dated October 28, 1981; (2) in response to an application dated October 30, 1981 a change to the Technical Specifications section 7.1, Organization, Review and Audit-Administrative Controls, was made to incorporate the Shift Technical Advisor position and to reflect recent organizational' changes. This part of the amendment becomes effective with the date of issuance.

7590,-01 The applications for the amendment comply with the standards and recuire'ments of the A;omic ' Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations. The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment.

Prior public notice of this amendment was not required since the amendment does not involve a signifcant hazards consideration.

The Commission has determined that the issuance of this amendment will not result in any significant environtren'.a1 impact and that pursuant to 10 CFR 51.5(d)(4) an environmerital impact statement, or negative declaration and environmental impact appraisal need not be prepared in l

connection with issuance of this amendment.

For.futher details with respect to this action, see (1) the applications, for amendment dated October 26, 1981 and October 30,1981,(2) Amendment No. 24 to License No. DPR-34, and (3) the Commission's related Safety Evaluation, All of these items are available for public inspection at the Commission's Puibic Document Room,1717 9 Street, N.W., Washington, D.C. and at the Greeley Public Library, City Complex Building, Greeley, Colorado.
