We have completed our review of the Integrated Leak Rate Test (ILRT) report for Calvert Cliffs Unit 2 dated February 15, 1980. We agree with the conclusions presented in your report that although the ILRT for the Unit 2 containment in the "as is" condition proved unsu::cessful, the subsequent remedial actions appeared to result in a successful ILRT.
Section II.A.6.(a) of Appendix J to 10 CFR Part 50, states "If any periodic Type A test fails to meet the applicable acceptance criteria in III.A.S.(b),
the test schedule applicable to subsequent Type A tests will be reviewed and approved by the Connission." In response to this requirement, on September 9, 1981, BG&E submitted a schedule for Unit 2 ILRT #2 (Fall 1932 outage) and ILRT #3 (Fall 1985 outage). This schedule is consistent with the requirements of Calvert Cliffs Unit 2 Technical Specification 4.6.1.2a.
Since the failure of the Unit 2 ILRT #1 was not the result of serious containment degradation, we concur that the ILRT schedule presented in your letter of September 9, 1981 is appropriate. With regard to future ILRT's, including ILRT #2 and #3, we request that BG&E take appropriate actions to assure success of the ILRT's with the containment in the "as is" condition.
